Description
Sole Source Synopsis - Notice of Intent to Award FA8770-11-C-0008 Information Technology Maintenance, Sustainment, Surveillance and Development Services of Depot Maintenance Systems NAICS: 541511; Small Business Size Standard is $25M in average annual revenue; D: Information Technology Services, Including Telecommunication Services; 499 Other Professional Services Contract Line Items: 2001-2005 - Labor, Data, Travel, Other Direct Costs The Air Force Materiel Command, Electronic System Center (ESC/HGGK), Wright- Patterson Air Force Base, Ohio intends to issue a proposed contract for legacy Information Technology (IT) services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. Market Research has determined that these highly specialized services are available from only one or a limited number of responsible sources and no other type of services will satisfy agency requirements. The Government intends to make an award by 14 May 2012 to Valdez International Corporation, 1490 Garden of the Gods Road, Suite B, Colorado Springs, CO 80907-3426. The acquisition is for a 3.5 month priced option period for the above-mentioned contract for continued support services for the Air Force Materiel Command (AFMC), Electronic Systems Center (ESC), Maintenance Branch (ESC/HGGI), Depot Maintenance Section to provide technical support for maintenance, sustainment, surveillance and development services for the Depot Maintenance Systems maintained at Tinker AFB, OK. These ongoing required services provide maintenance, sustainment, surveillance and development services for two Depot Maintenance Systems Integration (DMSI) systems called E046B - AFMC Labor Standards Data System (ALSDS), and G004L - Job Order Production Master System (JOPMS); and three Depot Maintenance Legacy Systems (DMLS), D357 - Reparability Forecast Model (RFM), G019C - Management of Items Subject to Repair (MISTR), and Quality Information Management Standard System (QIMSS). These services include but are not limited to: software infrastructure, software engineering, technical support, and resolution of all Discrepancy Reports (DRs), Software Problem Reports (SPRs), Information Support Requests (ISRs), Baseline Change Requests (BCRs), Technical Communications-Computer System Requirements Document (TCSRDs), and Communications-Computer System Requirements Documents (CSRD). This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. If a firm believes it is capable of meeting the Government's requirement, it may identify their interest and capability to the Contract Specialist within ten (10) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Companies interested in responding must provide the following information and/or documentation that demonstrate technical capability in the 13 areas listed below. Seven areas are considered critical for achieving successful technical performance. Include in the description/documentation for each area below whether your company performed as a prime or as a subcontractor; and provide if personnel have at least three years of recent experience. 1. (CRITICAL) Designing/supporting systems and the policies and procedures for software and systems which will operate within the AF and DoD computing environment 2. Describe your experiences working and interacting with the Defense Information Systems Agency (DISA) Enclave where the hardware for these systems resides. 3. (CRITICAL) Transitional startup of the software maintenance and support activities for software or systems that were previously designed, implemented, and supported by another provider 4. (CRITICAL) Requirements investigation, analysis, planning, development and deployment for software maintenance activities in accordance with Electron Systems Center (ESC) System Engineering Process (SEP), HQ AF/A4, and HQ AFMC/A4 policies and procedures 5. (CRITICAL) Software development, sustainment, maintenance and surveillance activities required within an integrated environment up to and through the enterprise level 6. (CRITICAL) Breadth and depth of development and maintenance knowledge of legacy IBM and Hitachi mainframe systems requiring expertise in COBOL, JCL, FOCUS database, REXX control language, Computer Associates Top-Secret, MIAP secure user interface and DYNACOM Emulator 7. (CRITICAL) Breadth and depth of development and maintenance knowledge of modernized, web based systems as well as client-server systems requiring expertise in Sybase PowerBuilder and EAServer, JAVA, JAVA script, UML, HTML, JSP, and Oracle PL/SQL programming languages. Expertise in Oracle database, Sybase SQL Anywhere database, TOAD, InstallShield, Microsoft FrontPage, IIS, SMS, and various Windows operating systems, RoboHelp, PVCS, Tivoli and Citrix products 8. Conducting software/system development and qualification testing IAW with Electronic Systems Center (ESC) testing policies and processes 9. Creating, preparing and updating software system documentation and artifacts within AF & DoD environment 10. Ability to provide additional services/capability in the event of an immediate surge in requirements 11. Providing help desk support: • Level I Help Desk Support is associated with answering the most commonly asked questions, logging issues, and providing resolutions • Level II Help Desk Support is a higher level that has the necessary resources to handle more difficult calls or issues and provide resolutions • Level III Help Desk Support being the highest level of support which often deals with software specific needs, such as updates and bug-fixes 12. DoD and AF Security Instructions 13. (CRITICAL) List RELEVANT Government and/or commercial contracts with the following information: • Contract number and description of services • Contracting officers' names, addresses, and telephone numbers • Program managers', project leads', and/or technical leads' names, addresses, telephone numbers and lists of tasks performed for these personnel Interested parties should submit a capabilities package, with a cover letter, that is brief and concise, yet clearly demonstrates ability to meet the stated requirements with sufficiently qualified personnel. Provide qualification information (type and duration of employee experience relevant to the requirements) and the level of involvement (prime or sub-contractor) and time periods for work on similar projects. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information that the interested party feels is relevant. INSTRUCTIONS FOR RESPONSE: • Submit a 12-page (maximum) paper describing the items listed above. The responses should be formatted as follows: • Page size shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count. • Pages shall be single-spaced. The font shall be Times New Roman and the font size shall be no less than twelve (12). Use at least 1-inch margins on the top and bottom and 1- inch side margins. • Capability statements need to address fully the 13 technical areas identified above. • Responses shall also include information regarding the following: (1) The level of contractor's interest (likelihood of submitting a proposal as a prime contractor), (2) Address potential teaming arrangement if likely to submit a proposal. (3) If a teaming arrangement is considered, describe tasks the prime would perform versus tasks the sub-contractor would perform. • Also provide the following information: • Company name and address. • Company business size for NAICS code 541511 • Small Business Type, if applicable • Small Business Graduation Date Company size. Provide number of employees and average annual revenue. • List any multiple award contracts that your company holds. • Point of Contact for questions and/or clarification. • Telephone number, fax number, and email address. • This work is estimated at $565 thousand for ~3.5 months. If it is set-aside for small business, would your company be interested/capable of proposing as a prime? • If proposing as a prime and considering the type of technical capability required for this work, would your company alone be capable of performing 50 percent of the work for this requirement? At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. • What are the risk areas associated with this effort? Identify how risks could be mitigated? • North American Industry Classification Systems (NAICS) code. The NAICS Codes determined appropriate for this acquisition are 541511, Custom Computer Programming Services, has been determined appropriate for this acquisition and FAR 52.219-14, Limitations on Subcontracting, applies wherein at least 50 percent of the work must be performed by the small business prime contractor alone. If your company qualifies as a small business as defined under this NAICS code, please respond to the below additional questions. • Which NAICS code do you believe is most appropriate? • Can your company prime a team composed of a sufficient number of large and small subcontractors to perform this contract in an efficient, cost effective manner while meeting contract requirements? If your company is considering priming this contract and is required to perform at least 50 percent of the work, how would work beyond in-house capabilities be handled? All Contractor personnel are to have a completed favorable National Agency Check Inquiry (NACI). The Contractor personnel shall be required to obtain Common Access Cards (CACs) for the purpose of encryption and physical and digital identification for logical and physical access to government information. The Contractor shall not involve any foreign national (resident aliens exempt) in work performed under this requirement. Foreign participation in this acquisition is excluded at the prime contractor level. A determination by the Government not to compete this contract priced option period,based upon responses received to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of ongoing market research. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
