- The Department of the Navy, Space and Naval Warfare Systems CommandSPAWAR), in support of the Program Management Warfare Office (PMW 240)plans to acquire system integration, development, support, and maintenanceof various information technology (IT) systems supporting the Recruiting andAccessions (RA) program line of business under the SPAWAR PEO-EIS PMW 240Sea Warrior Program. The purpose of this acquisition effort is to implementrequired business functionality in a Services Oriented Architecture (SOA) thatwill provide the recruiting force with an agile, flexible, secure, anddata-centricIT operating environment. *********************************************Questions and Answers added as of 01 March 12. *********************************************Added MS WORD version of FRD.********************************************* The RAIT integration effort includes the following: Business ProcessReengineering and Process Modeling; data management and governance;portfolio level configuration management and control; systems design,development, integration, testing; training product development andmaintenance; logistics product development; organizational changemanagement; management of user access, control, and system security;information assurance and protection of personal information; data centerintegration, systems administration, database administration; continuity ofOperations Planning and execution; Business Intelligence and Reporting;forms and workflow development and management; application operations andsustaining engineering; and implementation of Web services and a ServicesOriented Architecture (SOA) to support authoritative recruiting and accessionsdata interfaces and common services. The Government intends to execute a single-award, indefinite delivery/indefinite-quantity (ID/IQ) contract using full and open competition and best-value/trade-off source selection procedures. The period of performanceisexpected to be a single five-year ordering period. Contract award isanticipated in August 2012.
