- Technical Support for NCEA?s Ecological Assessment Programs (SOL-CI-12-00024) The United States Environmental Protection Agency (USEPA), Office of Research and Development?s National Center for Environmental Assessment (ORD/NCEA), seeks a contractor to provide technical support for conducting ecological risk assessment which provides a formal approach for estimating the likelihood of an adverse ecological effect from a stressor and causal assessments which provide formal approaches for assigning probable causes to observed ecological effects. Services to be performed include collection of data, preparation of technical documents, and technological, outreach and meeting services. Specific task areas include: (1) Developing, evaluating, and refining methods, analyses, and quantitative models in support of ecological causal and risk assessments; (2) Developing and enhancing web- and PC-based assessment and visualization tools; (3) Managing data and information to support all NCEA assessment activities and accessibility; (4) Reviewing, extracting, pre-processing and summarizing relevant literature and data and support case study assessments; (5) Supporting/conducting outreach and technology transfer activities. The successful contractor of a resultant contract shall provide all necessary labor, materials, and equipment as outlined in the Performance Work Statement (PWS). It is anticipated that the contract will be issued on a Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Term type basis with a 12-month Base period followed by four (4) consecutive one-year option periods, for a total potential performance period of five (5) years. The base level of effort for each term will consist of 9,500 direct labor hours. Each performance period will contain options for additional quantities for up to 4,700 LOE hours which brings the maximum total potential of the contract to 71,000 direct labor hours over a five (5) year period. The applicable NAICS code is 541620 (Environmental Consulting Services) with a size standard of $7.0 Million. The anticipated solicitation is expected to be posted on or about March 26, 2012 and will close approximately 30 days thereafter. The solicitation will be issued on a Full and Open competitive basis with no small business set-aside. A copy of the solicitation will be available at the following web address: http://www.epa.gov/oam/cinn_cmd/. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor both the website and FedBizOpps (www.FedBizOpps.gov) for the status of the Request for Proposal (RFP). All responsible sources may submit a proposal which will be considered by the EPA. Contract award will be made in accordance with FAR Part 15--Contracting by Negotiation.
