- SOURCES SOUGHT This Sources Sought is being issued for planning purposes only and it is not a solicitation or pre-solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. THE AIR FORCE WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES IN RESPONSDING TO THIS SOURCES SOUGHT. The 628th Contracting Squadron at Joint Base Charleston, SC is seeking contractors who are capable of providing the services according to the following paragraph: The contractor shall perform Base Automation System services at Joint Base Charleston, South Carolina in accordance with standards established by the U.S. Department of Defense (DoD), the United States Air Force, the Air Mobility Command (AMC), Joint Base Charleston and the Performance Work Statement (PWS). The buildings and sewer lift stations covered by the contract will be listed at Appendix A. The contractor shall submit reports and documentation as identified throughout this PWS. Requests for such reports and documentation and responses shall be coordinated through the onsite Contracting Officer's Representative (COR). Contractor tasks include: • Building HVAC Control Monitoring • Central Energy Plant Vibration Testing and Eddy Current Testing • Utility (Water, Gas & Electric and Boiler Hrs) Meter Reading • Electric Meter Maintenance and Replacement • Sewer Lift Station High Level and Low Level Alarm Monitoring • Energy (Utility) Consumption Reporting Contract is to run on a fiscal year basis commencing 01 Oct 2012 - 30 Sep 2013 (base year) with four incentivized option years. A Firm Fixed Priced (FFP) contract is contemplated. A site visit will be conducted on 21 March 2012 at 0930. All contractors shall meet at the JB Charleston (Former Naval Weapons Station) Red Bank Club parking lot (2316 Redbank Road, Goose Creek, SC 29445). You must have a valid driver's license, proof of insurance, and vehicle registration to get on base. NOTE: Site visit space is limited; therefore vendors are limited to 2 attendees each. The site visit will last until early afternoon on 21 Mar 12 and include a stop at JB CHS - Weapons. Attendee information must be sent to the contract administrator, Mr. Stan Farr in advance. Contractors who fail to provide the information requested below may not be allowed onto the Base. Reply to Mr. Stan Farr No Later Than 1200hrs on Tue, Mar 13th with the following site visit attendee information: a. Full Name. b. Confirmation of US Citizenship. c. Job Title and Company. Source Sought: Unrestricted. AT A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: (a) A positive statement of your intention to bid on this contract. (b) Business Size, Duns, Cage Code, Tax ID, and Point of Contact All of the above information must be submitted in sufficient detail for a decision to be made on availability of interested businesses. Failure to submit all information requested may result in a contractor not being considered as an interested vendor. The applicable North American Industry Classification System (NAICS) code is 334519 with a size standard of 500 employees. It is anticipated the solicitation will be issued electronically on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
