- THIS IS A SOURCES SOUGHT SYNOPSIS. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSAL AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. It is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining acquisition strategies and issuance of a Request for Proposal including the use of any potential appropriate small business programs. Whether the business is currently classified as a Small, Small Disadvantaged, 8(a) and/or Woman Owned company, Hub Zone Small business, veteran owned small business, or service disabled veteran owned small business, the business operations must meet the needs as specified in the "purpose of this contract". This sources sought will be open for a period of fifteen (15) days, ending on March 22, 2012. SOURCE PURPOSE: After Hours Radio Dispatch and 24/7 Law Enforcement Radio Services. The objective of this project is to provide services for after-hours, holiday, weekend, and emergency radio coverage a fully operational facility by qualified personnel equipped to meet the Government's requirement of this schedule and specifications. Radio/ telephone coverage is required for responses to provide safety of agency employees in the field whose work schedules are outside of the Government's Dispatch Center(s) regular business hours and to provide Law Enforcement with 24/7 radio service. PLACE OF PERFORMANCE: The Forest Service currently uses Government Dispatch Centers that cover lands managed by the Siuslaw National Forest, Willamette National Forest, and Eugene District Bureau of Land Management. TECHNICAL REQUIREMENTS: Because we currently have invested in infrastructure and mountain top repeaters we are able to utilize Forest Service Law Enforcement frequencies to dispatch officers within all nine counties, from one dispatch center. The selected dispatch center must have police dispatching capability, including access to: National Crime Data Base, (NCIC), State of Oregon Criminal Data Base, (LEDS), and access to DMV records, including registered owners of vehicles and drivers license information. The dispatch center must have the capability to access secure warrant information within multiple Judicial districts. The Contractor must be able to provide the necessary personnel, supplies, material, equipment, labor, services, transportation (except those items that will be listed as Government-Furnished), to perform the Statement of Work/Specifications, which will be referenced in the solicitation. ADMINISTRATIVE REQUIREMENTS: The anticipated period of performance is base, plus four (4) option years. The base year contract has an effective date of the notice to proceed; the estimated start work date is July 1, 2012. The Government intends to issue a firm fixed price contract. SUBMISSION REQUIREMENTS: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent projects (minimum of three, maximum of six), which demonstrate an ability to meet the qualification criteria listed above, e.g. access to court records, criminal records, LEDS and NCIC, state certified 911 Dispatch operator, etc. Provide the contract number, contract type (i.e. fixed price, indefinite quantity/indefinite delivery, cost reimbursement, etc.), project value, contract value and point of contact with phone number. Indicate whether the work was performed as a prime or a subcontractor, as well as what percentage of work your firm performed. List key personnel that participated in the projects and their responsibilities. Provide your ability to meet the qualifications described above relative to your firm/team. Provide business name, address, telephone number and business site, socioeconomic category for NAICS code 561421, Central Contractor Registration (CCR) number, e.g. Duns, Cage Code, etc., average number of employees of the concern, and average annual receipts based on the last 3 fiscal years.
