If you have any questions/concerns, please contact Claudia Mans at 011-49-6565-61-9541 PREFORMANCE STATEMENT OF WORK NIGHT SECURITY MONITOR EDUCATION CENTER GEILENKIRCHEN NATO AIR BASE, GERMANY 1. Perspective of the Requirement and Scope of the Work: a. Perspective of the Requirement: The purpose of the Night Security (NSM) is to provide security of Education Center facilities when used outside normal duty hours. b. Scope of the Work: The NSM monitors and controls the use of facilities and equipment used in support of Education Center programs during weekday evenings and on weekends. The NSM performs these duties in all buildings on Geilenkirchen Air Base utilized by the Education Center. 2. Definitions: a. Education Programs: Those courses, classes, seminars, etc., authorized by the Education Center. b. Facilities and Equipment: Classrooms, resource rooms, labs, etc., and the contents of those rooms used in support of education programs. This includes audio-visual equipment pre-positioned in those rooms as per requests by authorized individuals. 3. Furnished Property: a. The government will be responsible for providing, servicing, and maintaining all hardware, software, and facilities necessary for the conduct of the contract. 4. Contractor Furnished Property: a. The NSM shall not be required to furnish any property relevant to this contract. 5. Specific Tasks to be Performed: a. The NSM (herein referred to as the contractor) will be solely responsible for opening and closing all buildings and classrooms in support of the Education Center classes/programs. b. The contractor will double check all rooms in building 89 and 104 (and any other building used for Education Center supported classes) to ensure that windows and shades are closed, all equipment is physically accounted for and turned off, lights turned off, and doors are locked. Special attention will be given to the Testing Room #6. This will be accomplished prior to locking the buildings. c. The contractor will immediately report any fires, medical emergencies or other serious incidents to the appropriate base support agency, and give assistance if required. d. The contractor will, before leaving, ensure that facilities are ready for use the next duty day. This includes ensuring that classrooms are tidy and that areas are properly set up. e. The contractor will deny entrance to unauthorized persons, and report such action to the International Military Police at Ext. 2222. f. The contractor will deliver messages, materials, and equipment to instructors, students, and Education Center staff if required. g. The contractor will be present for duty in Education Center facilities at all times on Monday through Thursday evenings, 6 to 10 p.m. and on occasional Friday evening if warranted, when calls for services are required. On weekends, presence is required to open and close facilities and conduct periodic "spot checks" throughout the days the facilities are in use. h. The contractor will, during weekend and holiday classes, ensure they know when these classes will end and will be present 30 minutes prior to the beginning and conclusion of the classes. i. The contractor will close and secure all rooms (used for Education Center supported classes) within 30 minutes of the last class ending for the day. j. The contractor shall notify the Education Services Officer (ESO) or designated representative, not later than 24 hours prior to a unit being called for, of expected tardiness or absence caused by reasons beyond the control of the contractor and not later than 30 minutes prior to a scheduled unit in case of unexpected tardiness or absence. k. In the event the contractor is not able to fulfill the requirements for the full contracted-out year, they may, by submitting a written request to the ESO, be released from obligation. The written request release must be submitted at least 30 workdays prior to the quitting date of the contractor. l. The contractor will, during Component and U.S. Holidays, be present for duty 30 minutes prior to classes starting and ending. m. Monthly invoices will be submitted via Wide Area Work Flow, with payment received within 30 days of the approval date of said invoice. 6. Calls for Service: a. The Education Services Officer will determine when services under this contract will be required and will make calls for the services. "Calls for services" is defined as the notification to the contractor that Education Center sponsored activities will take place during off duty hours. Such notification will normally be made 24 hours in advance, although emergency calls may be required. Calls will be informal and may be in writing, by telephone, or other available means of communication. 7. Invoice: a. On the last day of the month, the contractor will submit an invoice for the number of units completed, as well as provide the Education Services Officer with the spread sheet indicating the days services were required. A unit of service performed is defined as one calendar day for which a call was made. Units will be called for only when Education Center sponsored activities are scheduled during off duty time. If activities are canceled after 1700 hours on weekdays, or after 0800 hours on weekends, payment will still be authorized. 8. Sub-Contracting: a. Sub-contracting of this contract is allowed with prior approval and coordination with the Education Services Officer. The contractor is responsible for all training and actions made by their sub-contractor. 9. Base Access: a. Is in accordance with local installation procedures. The contractor is also obligated to comply with security requirements IAW NATO and local procedures. 10. Location: a. Services will be provided at the Geilenkirchen Education Center. 11. Safety Requirement: a. Environmental: Work is performed in a typical office setting; environmental hazards non-existent with the position. b. Physical: Work involves minimal lifting of less than 30 lbs. 12. Increased Security Requirements: a. The contractor (when Local Base Threat Conditions are raised above the level of "B" bravo) will check entry identification for all college classroom attendees. Anyone who does not have proper photo entry identification will not be allowed entry. If an entry person refuses to furnish proper identification, the International Military Police Officer will be notified. A written report will be completed of the incident and forwarded to the ESO.
