- Mission and Installation Contracting Command-Fort McCoy (ICO) intends to award a contract for TIME System Access Fee Nand TIME System-BadgerNet, Base plus Two Option Years. on a sole source basis under the authority of FAR 13.501.(a)(1)(ii)-Sole Source to Wisconsin Department of Justice, 17 West Main Street, Madison, WI 53701-2718. This action is being procured in accordance with FAR Part 12-Commericail Items, utilizing procedures from FAR Part 13-Simplified Acquisition Procedures (SAP). Currently, the Department of Emergency Service (DES) is utilizing the BadgerNet TIME Port system. The nucleus of the TIME System is computer based communications control center managed by the Wisconsin Crime Information Bureau (CIB). The control center computer interfaces TIME terminals to data files, provides the capability to send administrative messages terminal to terminal and statewide broadcasts. The control center computer is interfaced to the FBI's National Crime Information Center (NCIC), the National Law Enforcement Telecommunications Network System (NLETS), the Wisconsin Department of Transportation, the Wisconsin Department of Natural Resources (DNR) and the Wisconsin Department of Corrections (DOC). Approximately 17,000 law enforcement agencies participate in the national network. Data services include driver and vehicle registration systems in every state. Foreign participants include Canada, Mexico and Interpol. At the turn of the century, the Wisconsin TIME system had participation from nearly 300 Wisconsin criminal justice agencies, had approximately 7,600 connected terminals and was processing over 150,000 transactions per day. Without this service we greatly increase the risk for criminal activity, undesirables persons access Fort McCoy, reporting and/verifying lost or stolen property. This system is a Law Enforcement community standardized way of doing business and this is accessed through individual states. TIME is Wisconsin way of accessing and communicating information. This is further required by AR 190-27. ***Location of Delivery/Set up: Fort McCoy, WI Interest parties may submit a capabilities statement, proposal, or quotation which shall be considered by the Government to the identified point of contact no later than 16 March 2012-0800 AM CST. Such capabilities will be evaluated solely of determining whether or not to compete this proposed effort on a full and open competition basis base upon responses of this notice, is solely within the discretion of the Government. No RFP will be issued based upon this Notice of Intent. Oral communication is not acceptable in response to this notice. Submit the aforementioned document to laurie.a.ehlinger.civ@mail.mil.
