Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology Laboratory (ITL), intends to negotiate with Aware, Inc.; Bedford, MA, on a sole source basis under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source, to Aware WSQ1000 Software Licenses. This project supports FBI biometrics research and development objectives in automated fingerprint-matching system testing, and standards through an ongoing FBI-NIST collaboration. NIST has been in collaboration with the FBI since 1968 in conducting research on automated fingerprint-matching systems. Since 2008, with the help and support from the FBI, the current legacy fingerprint-matching test environment at NIST is in a transitional phase to update our current supercomputer based architecture to the new blade-based Next Generation Identification (NGI) system currently in operation at the FBI. The new blade-based NGI system architecture utilizes a fingerprint-matching system designed specifically for the FBI's current operational system, in which NIST is requested by the FBI to install at NIST on FBI supplied hardware to remain in sync with the FBI's operational system. Transition and updating of the NIST fingerprint-matching system to duplicate the fingerprint-matching subsystem of the FBI's new NGI system is critical for NIST to remain in sync with the operational behavior of the FBI system, to ensure repeatability of our testing framework, and to maintain this long standing collaboration. The Aware WSQ1000 is the only software that will allow NIST to duplicate the FBI's system. Aware, Inc is the sole provider of the Aware WSQ1000 software licenses. The NAICS Code is 511210 with a Size Standard of $25.0 million. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Aware, Inc. for this requirement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing via email to Keith Bubar at keith.bubar@nist.gov. All responses to this notice of intent must be submitted so that they are received at keith.bubar@nist.gov no later than March 12, 2012 at 12:00 PM EST.
