Description
The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Splunk, San Francisco, CA 94107, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is for Splunk Enterprise Perpetual, 2GB/day (1 ea), Training, Enterprise Support for 1 year, and Installation/Integration at our site. Splunk is the only IT search log event and correlation management tool used to consolidate and log all entries into a single location. The log event and correlation tool is the only solution that can index and store log data in a unique manner to allow faster access to all data. It is not limited by log or event format. This is unique in that it is able to work across heterogeneous environments that are present at the NIEHS. It is the only solution that can allow retrieval of the logs based on keyword searches in a few seconds. This (IT Search) log event and correlation tool is the only solution able to alert the system administrator(s) to receive errors and alerts as they occur (via snmp, email, RSS, Custom Script). This log event and correlation tool is the only one that can maintain a history of every log sent to allow the system administrator to conduct after-the-fact investigations or use for historical analysis at any time based off of time. Lastly this is the only tool that is not a relational database and is able to store and compress the IT data in its original format and support up to 3,000 messages per second. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Splunk. The NAICS Code/Size is 511210/$25.0 Million. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items.
