Description

Introduction: This Request for Information (RFI) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The purpose of this RFI is to identify qualified contractors who are able to meet VA's requirements and other market information readily available. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for a membership with OASIS. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. 2. Background: The Veterans Health Administration (VHA) represents a leading national healthcare system and has been actively engaged with OASIS collaborating on conceptual approaches, performance measures, other emerging tools and guidance to improve health care. Oasis is one of only two key (Tier 1) standards development organization that VA participates in to create technical specifications that allow VA to securely exchange veteran healthcare information with DoD and other healthcare partners. 3. Scope of Work: The contractor shall provide the VHA a full membership in OASIS, including participation on member councils and workgroups. This Request for Information (RFI) provides a description of the membership privileges that will be provided by OASIS. 3. Period of Performance: 4/23/2012 to 4/22/2013. 4. Type of Order: Firm Fixed Price. 5. Place of Performance: Contractor's site. 6. Travel and Per Diem: Not applicable. No travel is required for this contract. 7. SPECIFIC MANDATORY TASKS AND PRICE/COST SCHEDULE: The contractor shall provide a full membership with the associated privileges as follows within the overall period of performance. Said privileges begin immediately upon inception of contract performance period. 7.1 Membership Privileges. INVOLVE AN UNLIMITED NUMBER OF YOUR EMPLOYEES IN AN OASIS COMMITTEE AS MEMBERS OR OBSERVERS. GUIDE STANDARDS EFFORTS BY CHAIRING COMMITTEES (SUBJECT TO VOTE). SECURES YOUR PLACE IN THE INTERNATIONAL COMMUNITY THAT RECOGNIZES THE IMPORTANCE OF INTEROPERABILITY AND INTELLIGENT INFORMATION EXCHANGE. BECOME PART OF THE SOLUTION AND ENSURE YOUR VIEWS ARE REPRESENTED IN THE DEVELOPMENT, CONVERGENCE, AND ADOPTION OF OPEN STANDARDS. INFLUENCE STRATEGIC DIRECTION OF THE CONSORTIUM BY NOMINATING CANDIDATES FOR SERVING ON AND VOTING FOR OASIS BOARD OF DIRECTORS AND TECHNICAL ADVISORY BOARD. ACCESS THE MEMBERS-ONLY WEBSITE CONTAINING INSIDER'S INFORMATION ABOUT EMERGING TECHNOLOGIES AND THE KEY PLAYERS BEHIND THEM. RECEIVE DISCOUNTS FOR MAY INDUSTRY EVENTS, TRAINING CLASSES, BOOKS, ETC. RAISE YOUR CREDIBILITY WITH INDUSTRY ANALYSTS BY INCLUSION IN BRIEFINGS CONCERNING COMMITTEE WORK IN WHICH YOU PARTICIPATE. Price/Cost Schedule: For a one year membership. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 5 pages in length, single spaced, 12 point font minimum that addresses the above information. The Government will not review any other data, attachments that are in excess to the 5 pages. In response to the RFI, interested contractors shall submit the following information no later than March 7, 2012 1630 EST to Merrie Frost (via email only please) at merrie.frost@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dunn & Bradstreet number, company address, Point of contact name, phone number, fax number, and email. The subject line of the correspondence should clearly display the RFI number. Also please provide the following information in your response. A.Past Experience - Provide the following information on a maximum of three similar projects completed within the last three years for which the responder was a prime or subcontractor. 1.The name, address, and value of each project 2.The Prime Contract Type, Firm Fixed-Price, or Time and Material 3.The name, telephone and address of the owner of each project 4.A description of each project, including difficulties and successes 5.Your company's role and services provided for each project. B. Capabilities / Qualifications: 1.Socio-Economic Status - Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, Disadvantaged Small Business, and Hub Zone. If Service-Disabled or Veteran Owned Small Business, is your company and or partners registered in VA's VetBiz repository?
