Description
The USDA Forest Service Southern Region 8 anticipates soliciting for Heavy Equipment Dozers, Excavators, Transports, and Tractor Plows for use on local, Regional, and Nationwide fire suppression and all-hazard incidents. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a total Small Business Set Aside under NAICS 115310. The agreements will be competitively awarded by Dispatch Centers within Region 8 of the Forest Service. The Contractor/Vendor is responsible for all labor (as required), equipment, operating supplies, materials, State and Federal taxes (including worker's compensation costs), insurance coverage, transportation costs, overhead and profit, and any costs/fees necessary to ensure equipment meets the specified standards. The solicitation and the specifications will be available electronically and will be posted to the FedBizOpps (FBO) website; http://www.fbo.govon or about March 19, 2012 and closing on May 7, 2012. NO PAPER COPIES WILL BE ISSUED OR ACCEPTED, AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an all electronic process. Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. IMPORTANT INFORMATION TO KNOW: 1) Responses to the solicitation must be submitted through the VIPR Program by utilizing the Pilot Vendor Application located at the following website: http://www.fs.fed.us/business/incident/pilotvendorapp.php 2) Obtain a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information of obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php. Only individuals from your company who are authorized to make an offer to the Government and plan to sign the preseason incident agreement(s) must obtain a Level 2 eAuthentication account. 3) Vendors must have a valid D-U-N-S number from Dun and Bradstreet on the web at http://www.dnb.com/us/duns_update/ 4) Vendors must be registered in the Central Contractor Registry (CCR) at https://www.bpn.gov/ccr/default.aspxand the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov 5) The Forest Service will hold three (3) pre-proposal meetings. The solicitation will provide the definite date, time and locations of each meeting.
