Description
NOTICE TO OFFERORS: FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE MADE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. Department of the Air Force, Air Combat Command, 355th Contracting Squadron, will solicit for a Multiple Award Construction Contract, at Davis-Monthan AFB, Tucson, AZ. The applicable NAICS code is 236220 with a small business size standard of $33,500,000.00. The work to be performed consists of furnishing all plant, labor, materials, equipment, supplies, and supervision necessary to complete the following seed projects and the associated numbers: Seed Project 1 - FBNV 11-0026, Construct/Repair Enlisted Dorm 3509 Seed Project 2 - FBNV 11-0043A, Construct Facility to Replace Maintenance Shop Facility, Bldg 5131 and FBNV 11-0043D, Demo Maintenance Shop Facility, Bldg 5122 Seed Project 3 - FBNV 12-0038 FBNV 12-0038 Consolidate the EC130H Parts Warehouse Seed Package 4 - FBNV 12-0013A Construct Parking Area and FBNV 12-0013D Demo 10th Street at Davis-Monthan AFB, AZ in accordance with the proposed specifications and drawings (see attachments at time of solicitation issuance). IAW FAR 36.204, the project magnitude for this contract is more than $10,000,000.00. This is a Multiple Award Construction Contract where four contractors will receive an award based on Sections L & M in the solicitation. Seed Projects will be awarded to four different contractors and become one of four MACC contract awardees. Subsequently contractors are required to bid on all four (4) projects to be included in the evaluation process. Using this evaluation criteria multiple awards may be issued to the same contractor based on the Lowest Price Technically Acceptable (LPTA) procedures outlined in Section M of the solicitation to include Technical Acceptability, Past Performance and Price. The performance period's range from 30 calendar days to 380 calendar days depending on the project. The anticipated Liquidated Damages for this project have been calculated at $236.70 for the first day and $166.61 for each day thereafter. The successful contractor(s) will be selected using Lowest Price Technically Acceptable (LPTA) procedures, resulting in the Best Value to the Government. Upon evaluation of pricing for each seed project. The lowest priced offeror will be determined the awardee for that project. Once an offeror has been determined the awardee for a seed project, they will not be considered for the award of any additional seed projects. The process will continue until up to four awards are made with the lowest priced offeror on each seed project being the awardee. In the event any/all Seed Projects are not funded the government will award the minimum contract amount of $2K to the individual contractors selected for award based off of the Seed projects and a MACC Performance Conference held at Davis-Monthan AFB. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 30 March 2012 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract. AS A MINIMUM, THE FOLLOWING INFORMATION IS REQUIRED: THIS PROCUREMENT IS SET ASIDE AS AN 8(a) COMPETITIVE LIMITED TO ARIZONA 8(a) FIRMS WITH A BONA-FIDE ARIZONA OFFICE. (a) Interested 8(a) firms will be required to show Evidence of bonding capability to the maximum magnitude of the project to include both single project bond capability of $5M and a minimum aggregate total of $10M respectively as outlined in the solicitation. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
