- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS The National Institute of Standards and Technology (NIST), Material Measurement Laboratory's Measurement Services Division (MSD) provides customers with the means to obtain Standard Reference Materials (SRMs), Calibration Services, and Standard Reference Data. NIST supports accurate and compatible measurements by certifying and providing over 1,300 of the highest quality and metrological value Standard Reference Materials to industry, academia, and Government. These materials are used to perform instrument calibrations in units as part of overall quality assurance programs, to verify the accuracy of specific measurements and to support the development of new measurements. In order to manage a dynamic, information-heavy website which also has e-commerce functionality and interfaces with an extensive SRM inventory and shipping software, MSD has a need for a Contractor to customize, enhance and expand the SRM Order Request System (ORS). The SRM ORS application is essential to the MSD mission and is heavily used by outside institutions. The Contractor shall be required to perform tasks such as security related tasks which include modifications, enhancements or fixes to the SRM ORS system. The contractor must protect personally identifiable (PII) and business identifiable (BII) information. Designing, testing and installing website modifications to the existing website shall also be required Over the years the SRM ORS has required mandated security enhancements which had to be implemented. Some of these are: implementation of Cold Fusion Encrypt with FIPS140 encryption standards throughout the site; adding the warning banner to the SRM Admin., adding the LDAP authentication to the SRM Admin, having the system shut down after 3 failed log in attempts; having the system time out after 20 minutes and forcing external customers to adhere to the NIST 12 character password policy. The software code was written by Atlas Blue Interactive LLC. Currently, Atlas Blue maintains a development version of the entire site which is always in synch with the production site. This is in addition to NIST's internal development environment. Atlas Blue has been identified as the vendor to perform the work as they have experience with the current ORS system and currently maintain this system under another Federal contract. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses with the experience to perform the work required and that previous experience working with Government agencies on critical websites. Small businesses are defined under the associated NAICS code for this effort, 541511, with a size standard of $25.0M or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that have the capability to perform security enhancements, website enhancements, meeting the above requirements, are requested to email information to andrea.parekh@nist.gov no later than the response date for this sources sought notice. The letter shall include any information relevant to your capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that will be performing the work. 2. Indication of the number of days after the receipt of the order that is typical for delivery of such tool. 3. Indication of whether these services are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 4. Any other relevant information that is not listed above which the government should consider in finalizing its market research.
