Description
Other than Full and Open Competition, 10 U.S.C. 2304(c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the requirements. NOTICE OF INTENT TO AWARD SOLE SOURCE The government intends to award a sole source contract under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to make a sole source award to CloudShield Technologies (CS) Inc., 212 Gibraltar Drive, Sunnyvale CA 94089. The North American Industry Classification System (NAICS) is 541511 and the size standard is $25 million dollars. CloudShield Technologies (CS) will provide technical support and engineering to research, develop, and integrate CS Deep Packet Processing Module (DPPM) technology with current and future AF Global Information Grid (GIG) Information Operations Platform (IOP) and IOP compatible installations and upgrades for 90 Information Operation Squadron (90IOS), Lackland AFB TX. CS DPPM technology is patented Intellectual Property (IP) and CS possesses the requisite knowledge, apparatus, and methodologies required for the AF to embark on any effort to create a portable, software-based, and VM-deployable DPPM execution environment. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. All submission must be sent to the point of contact (POC) listed below and received by 16 March 2012, 1:00 P.M., Mountain Standard Time (MST). This notice is not a Request for Proposals, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a result of this notice. AFSPC Ombudsman information (AFFARS 5352.201-9101) OMBUDSMAN (APR 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of http://www.whitehouse.gov/omb/circulars/a076/a76_rev2003.pdf OMB Circular A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
