The response date remains 3/8/12, 4:00 P.M. Amend-Change: Design completion time is changed from 180 days to 270 days from receipt of notice to proceed. Amend-Add: The following is hereby added: Complete Cultural Resource and historical preservation review including all reviews, documentation, coordination of public meetings, and applications. Provide Professional Architect/Engineer and cultural/historical review services to include but not limited to: Site Investigation - Review of existing architectural elements, all existing structures, and above/below grade surface site conditions. Historic Review Investigation - Review of historical documents, records, artifacts and any other items that may reveal potential historical or cultural values. Consultation and coordination with federal, state and local regulatory agencies to comply with Section 106 of the National Environmental Policy Act (NEPA) and other cultural resource legal requirements. Coordinate public reviews of the proposed project's impact on historic places - including places not identified by VA Butler HealthCare. Maintain records of all parties contacted during the cultural resource review process. Provide a Cultural Resource Report. Provide File Transfer Protocol (FTP) site for use throughout duration of project. Site must remain open until final report is submitted. This site is intended for use by the AE and VA for all submissions and exchange of information throughout the project. FTP site must be secure (password protected), user friendly for uploading and downloading of files, and organized for easy file retrieval by the VA COR, Contracting Officer (CO), and contractors. Site must be organized with folders indicating each level of submission and corresponding required files. Must also submit hard copies of the required submissions to the VA for review by the Project Design Team. The Department of Veterans Affairs (VA) requires assistance in identifying cultural resources potentially affected by the Demolition of Building1 and Utility Systems at VA Butler HealthCare. "Cultural resources" include historic properties as defined in the National Historic Preservation Act of 1966 (NHPA), archaeological resources as defined in the Archaeological Resources Protection Act (ARPA), Native American Cultural Items as defined pursuant to the Native American Graves Protection and Repatriation Act (NAGPRA), historical, archaeological and scientific data as defined pursuant to the Archaeological and Historic Preservation Act of 1974 (AHPA), historical documents, records, and artifacts, and any other cultural or historical values unique to the geographic area potentially affected by the Demolition of Building 1 and Utility Systems at VA Butler HealthCare information about such resources is needed in order to assist VA in measuring the significance of environmental impacts under Section 102(c) of the National Environmental Policy Act (NEPA; see 40 CFR 1508.27), Section 106 of the National Historic Preservation Act (NHPA; see 36 CFR 800) and related legal authorities. The Consultant will assist VA in establishing the scope of studies necessary to meet VA's obligations under the above-cited statutes and associated regulations and executive orders, including: Consultation with State and Tribal Historic Preservation Officers (SHPO/THPO) and other interested parties, including but not limited to (specify if known); Designing and assisting in public involvement activities; Identification of an area or areas of potential effect within which studies will be carried out; Conduct of initial background research into the history, prehistory, environment and socio-cultural character of such area or areas; and Preparation of a work plan for the conduct of necessary studies. Upon approval of the work plan by VA after consultation with the SHPO/THPO and other interested parties (if any), implement the work plan. Upon completion of the work specified in the work plan, prepare a pre-final report which fully discusses the methods employed, work conducted, results, conclusions, and recommendations, together with a list of parties consulted and parties who the contractor believes should be given the opportunity to review and comment on the pre-final report, including contact information. Submit the pre-final report to VA in electronic form in Microsoft Word (97-2003 version) format. Upon receipt of comments on the pre-final report from VA and any other commenting parties, respond to all comments and prepare a final report. Submit the final report to VA in electronic form in Microsoft Word (97-2003 version) format. Site investigation : A/E will make site visits as necessary to survey existing conditions. Make site visits as required to determine existing as-built conditions affecting this project. Note: Information including drawings and other documentation provided to the A/E is used as reference only. All additional references and specifications are available in VHA's Technical Information Library at address http://www.cfm.va.gov/Historic/. AutoCAD background drawings will be provided by the VA upon request. A/E shall field verify every aspect that relates to the project. The A/E shall field verify all dimensions. Coordinate site visits with the COR as determined after award. The A/E shall arrange for and oversee the performance of topographic surveys, subsurface exploration and other such investigations as he/she determines are required for the project report submission. Develop three phases of work, for three projects adding 20% bid deduct alternate to each. The 1st phase will focus on coordination of utility to be demolished and those to remain intact. A/E shall provide a bid package within construction budget.
