- JUSTIFICATION & AUTHORIZATION FOR OTHER THAN FULL & OPEN COMPETITION 1. PR Number: 2. Description of Action: Umbrella No-Cost Interagency Agreement (IA) IBM11A0018 for security training and support and formalized commitment for protection of national critical infrastructure. Nature: þ New Requirement Follow-on Requirement Mod to Existing Purchase Order/Contract Number Pricing: þ Firm-Fixed Price Time & Materials Cost The total estimated value of the proposed action ranges from $10,000 to $75,000 per separate IWO to be issued under the contemplated IA. Description of Services or Supplies: The contemplated IA is at no cost and establishes the terms and conditions. The IA implements the training and support agreement. The USIBWC, as the lead federal agency is required to implement a sound Critical Infrastructure Protection program with appropriate protective measures to include properly trained, armed detection and response capabilities. The IA provides the USIBWC a necessary agreement with a competent and recognized leader within the national critical infrastructure and dam sectors. Some measures will be implemented directly by the USIBWC, while others will need to be implemented by others through cooperative agreements with federal, state and local agencies as well as organizations. The US BoR supports the USIBWC's interest in improving protection of critical infrastructure and recognizes the critical need for securing such facilities and their personnel. 4. Authority: (select one) þ FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Citation 10 U.S.C. 2304(c)(1) or 41 U.S.C. 253(c)(1). 5. Reasons for Authority Cited: The USIBWC recognizes the expertise of the US BoR in securing government critical infrastructure. The BoR is a federal agency within the Department of Interior with major protective responsibilities within the dam sector. BoR's Security, Safety and Law Enforcement (SSLE) Office, is responsible for protecting the public, Reclamation employees, and Reclamation facilities through the development and implementation of an integrated security, safety, and law enforcement program. They manage Reclamation programs and projects related to security, safety, and law enforcement leading the nation in protection of these types of facilities. In addition they are responsible for physical, personnel, and information security, safety of dams, continuity of operations, law enforcement, employee safety and health, and emergency planning programs of the Bureau of Reclamation. These programs are administered by five sub-organizations within the SSLE Office: Security Office, Information Share and Law Enforcement Support Office, Special Agent in Charge, Dam Safety Office, Safety and Health Services. The BoR is currently implementing similar work at several of their facilities including Hoover Dam, Folsom, and Grand Coulee Dam. The assistance of BoR will solidify a training requirement which will allow the USIBWC to properly train their guard forces to recognized federal standards and mitigate significant costs associated with training officer at the Federal Law Enforcement training Center or contracting guard services out completely. 6. Actions to Increase Competition: None. 7. Market Research: Market research was not conducte d due to the fact that these services are not available from the private sector. A costs analysis was conducted to determine the cost savings of training security personnel under this IA versus sending each officer individually to the Federal Law Enforcement Training Center in Glynco, VA. The costs analysis revealed that training under this IA would save the government $44,700 per year for a total of # officers. 8.
