Description
The USAF Electronic Systems Center intends to issue a sole source contract to extend the current platform maintenance of 3 E-11A aircraft (9355, 9358, 9001). Northrop Grumman is currently operating and maintaining 3 BD-700 aircraft in operations as part of the BACN program under contract FA8726-09-C-0010. This effort will continue platform maintenance of three E-11A aircraft with BACN payloads as a modification to the BACN JUON contract. This contract will be awarded under "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements'. A Justification and Approval for proceeding with this acquisition under Other Than Full and Open Competition is pending coordination and approval will be posted within 14 days of any contract award. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice. ESC OMBUDSMAN PROGRAM. The ESC Director, Chief of Staff serves as the Ombudsman for ESC (Hanscom and the GSUs). The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to the ESC Commander (ESC/CC), ESC Deputy for Acquisition (ESC/CA) or ESC Deputy for Support (ESC/CV) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
