- Description
- I. Background Light Detection And Ranging (LIDAR) is an optical remote sensing technology under investigation at the Nevada National Security Site (NNSS) as part of the National Security Technologies (NSTec) C2010 Treaty Verification Program. LIDAR has led to significant advances in geomorphology, including the ability to provide high-resolution digital elevation maps, detection of subtle topographic features, and detection of elevation changes between repeated surveys. LIDAR has been recently used as part of the Source Physics Experiment (SPE) at the NNSS to detect small changes in surface topography at ground zero as a result of an underground chemical explosion. It's application for On-Site Inspections (OSI) as part of the Comprehensive Nuclear Test Ban Treaty (CTBT) is also being investigated at the NNSS. II. Purpose NSTec seeks the services of a subcontractor able to provide all the necessary equipment and sensors, mobilization and fielding, and data processing for a LIDAR campaign at the NNSS. III. Requirements NSTec seeks the deployment of LIDAR at the NNSS to detect elevation changes at the site pad two SPE shots (both pre- and post-shot), and for geophysical characterization at three other NNSS legacy sites in calendar year 2012. Exact field locations for data collection will be communicated at a later time. The LIDAR campaign is intended to be co-executed with hyper-spectral imagery (HIS) at the same sites, with integration of the datasets by NSTec and national laboratory technical leads. For each deployment (5 in all for the 2012 calendar year), the subcontractor will be required to: •· Deploy a field team of LIDAR operators with experience working (a) at the NNSS and (b) with NSTec and national laboratory technical leads. •· Assure all LIDAR operators complete all necessary NNSS radiation and safety training as required for site access. •· The ability to optimize field productivity of the LIDAR data collection, processing, and transfer through the incorporation and utilization of specific instrumentation. •· Provide all LIDAR scan and post-processing equipment which shall include: (a) phase-based LIDAR for 1-2mm resolution point cloud data at >/= 500k point/sec collection rates; and (b) pulse-based LIDAR for broad-area 5-6mm resolution point cloud data. •· Process data post collection, including generation of point clouds, geo-referencing of all scans, and present data in the form of solid models as requested by the NSTec and national laboratory technical leads. •· Validation of data QA/QC through use of NIST artifacts. •· Deliver all data from each raw collect, as noted in Section V, through solid models to NSTec and national laboratory technical leads. IV. Schedule The schedule of the LIDAR campaign at the NNSS is as follows (month and year - NNSS site): •· June 2012 - OSI Sites 1, 2, and 3 (sequential, but single deployment) •· August 2012 - SPE-4 •· November 2012 - SPE-5 V. Deliverables The subcontractor shall deliver to a NSTec and/or national laboratory technical leads all raw and processed data as noted below within six weeks of execution of each individual field data collection, and with the understanding that all data is exclusively owned by NSTec and the National Center for Nuclear Security (NCNS): •· All raw point clouds of scan data •· Unified and Registered point clouds •· TruViews of scans and license free TruView Viewer •· Files of surface contours at ¼ inch (pre- and post-shot for SPE) •· Files contrasting topography (pre- and post-shot for SPE) •· Calculation of any volume differences (pre- and post-shot for SPE) •· Files containing dimensionable section profiles of the surface topography To be considered for this solicitation you must provide a capability statement and evidence of documented experience in this field.
