Description
SOW Defense Logistics Agency has a requirement for Hewlett-Packard Universal Power Supply Hardware and Firmware Upgrades. This is issued as Request for Quotation (RFQ) # SP4707-12-Q-0033. Place of performance is Battle Creek, Michigan. Inspection, acceptance and F.O.B. are at destination, Battle Creek, Michigan. Delivery shall be no later than 30 calendar days after award date. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2055-55. This acquisition is being solicited on an unrestricted basis in regards to small business programs. The associated NAICS code is 335999 with a SBA size standard of 500 in employment. Offerors shall provide a price for each contract line item number (CLIN) in their quote. Quotes with quantities of more/ less than requested or products other than those specifically requested will be deemed technically unacceptable. CLIN Descriptions: (See also attached SOW) CLIN 001: Hewlett-Packard (HP) Install Universal Power Supply 3KVA to Below 6KVA Service, P/N: U4693E, QTY: 02 EA. CLIN 002: Hewlett-Packard R5KVA UPS 3U L630 HV North America/ Japan Kit, P/N: AF460A, QTY: 02 EA. CLIN 003: Hewlett Packard R5KVA and R7KVA 3U Extended Runtime Module, P/N: AF464A, QTY: 02 EA. CLIN 004: Hewlett-Packard Additional Tech Assistance, SEE ATTACHED SOW, S/N: HA334A1, QTY: 05 EA. Only new equipment is being solicited. Remanufactured or refurbished equipment, as defined in FAR 11.001, is technically unacceptable. Trade-in or exchange of old equipment is not available. Redacted Brand Name Justification: Since the current exchange system being upgraded is all Hewlett-Packard equipment and software, the upgraded equipment should be from the same manufacturer. This will minimize fireware driver issues; reduce downtimes, and other connection failover issues. Hewlett-Packard equipment is required to ensure compatibility with the existing infrastructure. Another manufacturer's equipment will introduce new software, drivers, and connection technology. This has the risk of causing potential conflicts, upgrade issues, and potentially cause further down times. Offeror shall be an authorized Hewlett-Packard channel distributor/ resell partner in order to provide this brand name requirement. Quotes that are not sourcing from within Hewlett-Packards authorized channels will be rated technically acceptable. The evaluation factor(s) for award is; lowest-price, technically acceptable.
