- The U.S. Army Contracting Command-New Jersey, ACC-NJ, Picatinny Arsenal, NewJersey 07806-5000, on behalf of the Program Manager-Close Combat Systems (PM-CCS) intends to issue a Solicitation for the procurement of the M1012 12-Gauge Non-Lethal Point Control Cartridge (NSN 1305-01-470-2405) and the M1013 12-Gauge Non-Lethal Crowd Dispersal Cartridge (NSN 1305-01-470-2139). The M1012 and M1013 are intended to be direct fire, low hazard, non-shrapnel producing devices that would produce less than lethal trauma upon impact. The M1012 and M1013 shall be manufactured and produced in accordance with a Government-owned Technical Data Package (TDP) and the requirements of the Statement of Work (SOW). It is the Governments intention to solicit this requirement as a Full and Open Competitive acquisition. The Government intends to fulfill this requirement via a single Five (5)-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract to be awarded on a Best Value Basis. The maximum contract value is $17,563,750.00; the contract minimum will be $20,321.20. It is anticipated that this solicitation will be posted on the US Army-ACC New Jersey Procurement Network website located at http://procnet.pica.army.mil and https://www.fbo.gov/ on or about 16 March 2012. The deadline for all proposals will be 30 days after issuance of the solicitation. THIS NOTICE DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.
