Description
Sling Shipping and Qty Info Solicitation Number: 11TC868 Amendment # 3 Notice Type: Combined Synopsis/Solicitation Synopsis: This is amendment #3 to combined synopsis and solicitation 11TC868 for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The purpose of this amendment is to take corrective action to the previously published combined synopsis and its amendments. This procurement is being issued as 100% Small business set-aside. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-55 released 20120103 and DFARS Change Notice 20120130. The North American Industry Classification System (NAICS) code is 314991 and the size standard is 500 employees. The small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees. REQUIREMENT: The Air Force has a requirement for 2-point sling kits for the M4 rifle to support the Air Force security forces mission in both tactical and non-tactical environments. QUOTE REQUIREMENTS: All offerors must submit, with their quote, a sample of the proposed sling and kit with all components and product specifications addressing characteristics such as (but not limited to) quality, durability, product literature, capabilities, etc. The sling and kit components must be placed inside of the pouch and include a color diagram to show how to properly put the sling on the weapon and utilize it in both the 1-point and 2-point configurations. The sling and kit components must be user friendly with a non-complex design and be 100% Berry Amendment compliant. The government will award a contract resulting from this solicitation to the lowest priced, technically acceptable, responsible offeror. To be technically acceptable, the quote and items being offered must meet or exceed all requirements of this solicitation and the salient characteristics listed below. DELIVERY: FOB destination. Delivery no later than 100 days after receipt of order. Delivery will be to various addresses listed on the attachment. Salient Characteristics Tailless, meaning without excess material on either end of the sling to prevent from it catching on something else. Two point quick adjust sling with dual emergency release buckles on both ends that snap in place on both sides. While adjusting from the 2-point to the 1-point configuration, or vice versa, 100% situational awareness must be maintained and all adjustments must be made using one hand. All transformations should happen without having to disassemble to reconfigure the sling and all adjustments must be done quickly in no more than 10 seconds. Front sling loop connector strap assembly that secures itself to the front of the weapon to ensure it stays secure within itself. Asymmetrical, meaning that it allows the weapon to hang at an angle when it is in the 2-point configuration. The sling needs to be spring-less and self-locking which means sling will remain locked at its last configuration and will not adjust on its own, with any kind of movement. The sling must be black in color with an adjustment device that has a contrasting color indicator pull tab that moves up and down easily with one hand on the weapon at all times and the other hand moving the pull tab. The pull tab needs to be discreet enough to prevent it getting caught on any other object or person. Multi-use butt stock adapter that can be used in both the 1- and 2-point configurations, that stays on the weapon in both configurations. 1-point vest strap that can be adjusted for varying heights along with TAC link/D-Ring (3 inch x 1 inch) high strength molded polymer and spring loaded, emergency release buckle on the end that will secure to the vest strap. Black, ambidextrous butt stock magazine/sling pouch for M4 carbine that can hold a magazine and fit the 2-point sling simultaneously when it is in the 1-point configuration. The sling must be durable and made with fire resistant material without melting and without dripping when the material is burned from low to high heat temperatures. The sling must have the ability to be utilized while on patrol and cannot interfere or restrict the use of other gear or clothing/uniform.
