- Program Description:Applied Technologies for Landing Systems (ATLAS) was established todevelop and administer an indefinite delivery - indefinite quantity(IDIQ) contract for providing engineering services in support of AirForce landing gear systems and related infrastructure (depot and field).Landing Systems includes: landing gear structures, rolling stock (wheelsand brakes), antiskid systems, materials development/characterization,processes (e.g. Depot repair processes), business data (e.g. mgmt ofsystems integration). The engineering services are to support specificobjectives which are generally built around mission safety, improvingsystem life cycle cost, operational capability and performance,sustainment including maintainability & support, and safety &environmental friendliness. These engineering services efforts are inthe areas of new design, technical documentation, diminishing materialand manufacturing sources, environmental improvement issues,reliability, productivity, efficiency, and cost saving. One of theprimary objectives of the program was to enable the ability to addressrapid acquisition issues for the Applied Technologies for LandingSystems Program. This particular requirement does not include repairwork and limited production run. Export Controlled Data: This acquisition may/does involve technology that has a military orspace application. The only US contractors who may participate arethose that are certified and registered with the Defense LogisticsInformation Service (DLIS) (1-800-352-3572) and have a legitimatebusiness purpose. US contractors must submit a copy of their current,approved DD Form 2345 in order to receive the technical data package.The form, including instructions for completing the form, is availableathttp://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. Requests for the data package should be submitted to thecontact below.The extent of foreign participation has not yet been determined. MOUcountry sources must contact the Contracting Officer within 15 calendardays of the date of this synopsis notice to receive a copy of thesolicitation at the time it is initially issued. Issuance of the RFPwill not be delayed to review requests from MOU country sources receivedafter 15 days or from non-MOU country sources. Nothing in this noticecontradicts other restrictions, identified in the synopsis notice orsolicitation, regarding eligible sources (e.g., if this is asmall-business set-aside, foreign sources may not participate aspotential prime contractors but could, if otherwise eligible,participate as subcontractors). Business Type:The respondent is to specify whether it is a large business, smallbusiness, small disadvantaged business, 8(a) concern, women-owned smallbusiness, HUBZone small business, veteran-owned small business orservice-disabled veteran-owned small business. Also, respondents shouldspecify whether they are a U.S. or foreign-owned firm. Duration of Contract Period: 4 YEARS Electronic procedure will be used for this solicitation.
