- POSTED DATE: 03/01/2012 SUBJECT:Lodging for four rooms for double occupancy from March 12-18, 2012 from the Downtown Hilton, Anchorage, AK This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 2:00 PM Tuesday, March 6th, 2012 by sending an e-mail to Amanda_Jordan@fws.gov; however, any technical data received will be for the sole purpose of market research for future requirements.Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY:CP Anchorage Hotel 2, LLC Doing Business As (DBA) Hilton Anchorage FOR :Hotel Lodging ON:March 12 18, 2012 NAICS:72110 AUTHORITY:13.106(b)Soliciting from a single source Determinations not to compete this proposed procurement were made because:Four rooms are need for occupancy to accommodate eight (8) members of the commission delegate attending the Scientific Working Group meeting from March 12-18, 2012. The Hotel is in close proximity to the work site which is required to enhance their ability to focus on their job and to ensure their safety. This is a continuation of the Scientific Working Group and Commission (SWG) meetings, these meetings are following on service of work done under the US-Russia Agreement. Immediately after the SWG, the Russian government officials will also be participating in the Pacific Walrus Population Assessment Meeting (PAM); lodging at the Hilton Downtown has already been procured by another organization for this meeting. Coordination the moving by the delegators between lodging would be an issue due to their language barrier. This continuity of service at the same Hotel would alleviate that burden, as well; all the members of both the SWG and PAM will be staying at the Downtown Hilton. Background: In 2000, the US and Russia signed into action the Agreement Between the United States of America and the Russian Federation on the Conservation and Management of the Alaska Chukotka Polar Bear Population. In 2007, Congress passed legislation to allow the implementation of this agreement. Since 2008, the US-Russia Polar Bear Commission and supporting Scientific Working Group have been meeting annually, as outlined in the Agreement, to combine efforts to manage and conserve the Alaska-Chukotka (Chukchi-Bering Seas) polar bear population. In 2012, it is the USs turn to host both the Commission and Scientific Working Group meetings. The continuation of providing reasonable accommodation and facilitating their stayed due to the language barrier is essential for the continued development and smooth transition of the Scientific Working Group and Commission meetings. Therefore determination is made that only one responsible source and no other supplier or services will satisfy agency requirement.
