CONTRACTING ACTIVITY AFNWC/PKOA is responsible for the proposed contracting action. For the purchase of power meters, Justification for Other Than Full and Open Competition is required. The purchase request number is F2KBAD2013A002. II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED The purchase of power meters will be awarded as a new contract and the type of contract planned is firm fixed price. III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS The Air Force Research Laboratory needs to acquire three (3) Coherent brand name laser power meters compatible with existing LM-45 HTD Coherent detector heads. Each laser power meter, valued at approximately $1,750.00 must be compatible with AFRL's existing Coherent detector heads. Such detectors have the following specifications: Characteristic Value Input Range, Thermopile Sensors 20 µV to 2V (PM Model) Input Range, Optical Sensors 1 nA to 20 mA Measurement Resolution 0.1% of full-scale Noise, Thermopile Sensors 500 nV (PM Model) Noise, Optical Sensors 4.6 pA Power Sampling Rate 10 Hz Accuracy (Digital Meter) ±1.0% of reading Accuracy - System Meter accuracy + sensor accuracy Accuracy - Analog Output ±1.0% Display 112 x 78 mm backlight graphic LCD, 480 x 320 pixels. Adjustable contrast and viewing angle Statistical Analysis Min., max., mean, range, standard deviation, energy dose, and stability. Trend charting, tuning, positional display, and analysis of beam stability. Computer Interface USB and RS-232 Analog Output 0 to 1, 2, or 4 VDC (selectable) Analog Output Update Rate Up to 1,000 Hz for pyroelectric; 10 Hz for thermopile and optical Instrument Power 90 to 260 VAC, 50/60 Hz AC power adapter (incl.) Battery Life 8800 mAH Li-ion battery Temperature (Operating) 5°C to 40°C (41°F to 104°F) Temperature (Storage) 20°C to 70°C (-4°F to 158°F) IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION 10 USC 2304(c), as implemented by FAR 6.302 (FAR 6.303-2(a)(4)). V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) Coherent power meters are required in order to be compatible with existing Coherent detector heads. Such power meters and detector heads will be used to measure laser power in various experiment. The Coherent power meters are highly specialized in that complex electronics and high degrees of measurement accuracy are involved. Therefore, this acquisition will involve the procurement of highly specialized equipment. Award to any other source would result in substantial, additional, cost to the Government that would not be recovered through competition. The reason for this is that the nature of this acquisition requires power meters compatible with existing Coherent detector heads and therefore requires usage of the authority cited above. After doing extensive market research, it has been determined that only Coherent brand name power meters are compatible only with Coherent detector heads due to proprietary electrical connections and information relay. Other manufactures have specifically said that their power meters would not be compatible with Coherent detector heads. To avoid having to buy new detector heads that are compatible with power meters produced by a different company, it is essential that Coherent power meters be procured. To do otherwise, would be more costly to the US Air Force since not only would power meters need to be procured, detector heads would be as well. The acquisition of new (other than Coherent) detector heads is estimated to cost the Government in excess of $2000. Therefore, only Coherent is capable of providing power meters without the US Air Force experiencing substantial additional cost. VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE Extensive market research was performed with several manufacturers; Agilent, Gentec-EO, Newport, Ophir, Thor Labs and Coherent. The manufacturers other than Coherent specifically stated that their power meters were not compatible with Coherent detector heads. After performing such market research, it was determined that the procurement of Coherent power meters was the most economic option. VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND RESONABLE The contracting officer will determine that the anticipated costs are fair and reasonable IAW FAR Subpart 13.106-3 -- Award and Documentation. Applicable price analysis will be performed. VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED As described in Section VI above, market research, in accordance with FAR Part 10, was conducted by soliciting information and quotes from potential vendors. It was determined that no other business entities besides Coherent will be able to provide a product that is compatible with already existing Coherent detector heads. Each potential vendor contacted regarding this solicitation explained the proprietary detector head information would prevent their laser power module from interfacing with AFRL's preexisting Coherent detector heads. IX. ANY OTHER FACTS SUPPORTING THE USE OF THER THAN FULL AND OPEN COMPETITION None X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION All sources contacted during the market research phase were unable to meet the requirement since the power meters that they sold were incompatible with Coherent detector heads. See sources and market research in outlined in section V. XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED No actions are planned to foster competition for future acquisitions since to do so would require the development of new power meter technology, apart from the Coherent meter, that is compatible with Coherent detector heads. This action would be costly to the government. XII. CONTRACTING OFFICER'S CERTIFICATION The contracting officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief (FAR 6.303-2(a)(12)). XIII. TECHNICAL/REQUIREMENTS PERSONNEL'S CERTIFICATION As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-12(b)).
