Description
Radioisotope Identifiers (RIIDs) will be tested over a several-month period during CY12, beginning in approximately May 2012. If your instrument(s) is selected for this cycle of testing, Defense Threat Reduction Agency and/or its representatives will negotiate an arrangement for temporary use of your instrument(s) over this period. Testing is conducted at no cost to the responding firm, and results will be supplied to the responding firm, on his instrument(s) only, after conclusion of testing and data analysis. Instrument submittal criteria Only mature, commercially available instruments are sought for this test campaign. In order for an instrument to be accepted, a brief statement on each nominated instrument is required from the manufacturer with the following information: a.Does the instrument fall under the conventional definition of a RIID? For example, it must be manportable, provide identification of detected radioisotopes, and display these results on the instrument monitor. b.The model number and a brief description of the instrument. c.How long has the instrument been commercially available? d.Approximately how many units have been sold? e.A short statement on whether the instrument(s) has been tested against the ANSI 42.34 standard. f.The testing score for each radioisotope listed in the above standard. If the instrument has not been tested according to this standard, provide a brief statement of any comparable testing conducted, including results. The Instrument submission criteria shall be submitted no later than 23 March to the following email address: Larry.Karch_Contractor@dtra.mil] Qualifying Process for Cycle 7 DTRA RIID testing The government will examine the information submitted and decide whether the submission criteria will be accepted for RIID testing. Interested parties should note; however, that as long as the as the RIID(s) offered is a commercial product, man-portable, and a gamma spectrometer, the possibility of rejection is remote. The government will notify the responding firm that his offer of RIID(s) - (maximum of two with one designated as "Primary") - has been accepted no later than 02 April 2012. The responding firm will be provided contact information shipping and how for testing will proceed. The responding firm is cautioned by the government that his offered RIID(s) must arrive at the DTRA test site by COB on 20 April 2012 and an operator's manual must also be provided. (It is most desirable that an operator's manual be provide as soon as an offer of RIIDs is accepted and in advance of the arrival of the actual RIID(s). As with prior cycles of DTRA RIID testing, instruments proceed through two or more sub-cycles, of varying difficulty rating. The first sub-cycle is characterized by considerably less difficulty than subsequent sub-cycles. This "A" sub-cycle can also accommodate a greater number of RIIDs than subsequent rounds. Therefore, as in Cycle 6, we plan to qualify instruments in sub-cycle 7A for further testing. It's estimated that not all RIIDs will survive to follow-on sub-cycles. Criteria for proceeding to these later rounds were developed for Cycle 6. The instrument qualifying criteria established for Cycle 6 will be implemented in the Cycle 7 RIID evaluation. Additional information regarding the test criteria can be located at the following website: http://www.jpeocbd.osd.mil/packs/Default.aspx?pg=321 It is a fairly simple test matrix to determine instrument isotope identification and detection capabilities based on the results obtained from previous evaluations (Cycles 3-6). The scores will indicate which units have the necessary minimum identification capabilities to continue. This is significant since the primary focus of the evaluations and the overall program is the detection and identification of SNM and other threat materials, including shielding and masking test scenarios. The qualification test sources and configurations were therefore specifically selected to help predict some of these critical capabilities, insuring that program resources are spent in the most efficient and beneficial manner. The full results from sub-cycle 6A testing have validated the qualification test matrix as an effective criterion for down-selecting instruments.
