- The Department of the Army, Contracting Command, Aberdeen Proving Ground, MD 21005 intends to negotiate a Sole Source commercial item procurement with Vindicator Technologies/Honeywell/Vindicator, 3019 Alvin Devane blvd, Austin, TX 78741-7422 USA to provide services to a Conventional and Chemical Intrusion Detection Systems (IDS) and Electronic Entry Control Systems (EECS). This proposed procurement is for service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-2, Unusual and Compelling Urgency, where delay of award would result in serious injury to the Government. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Point of contact is Barbara DeSchepper, Contract Specialist, e-mail: barbara.e.deschepper.civ@mail.mil The following verbiage is taken directly from the Justification and Approval for sole source and is posted in accordance with FAR 5.102(a)(6). Under the Surety Safety Physical Security Regulation (AR 50-6, AR 190-59 and DA PAM 385-61), Pueblo Chemical Depot (PCD) has the requirement to maintain an operation intrusion detection system (IDS) with appropriate backup maintenance. At the current moment PCD does not have a service and maintenance agreement in place for its IDS system and as such PCD is out of compliance. In accordance with AR 50-6, the Dept. of the Army Inspector general (DIAG) will conduct a chemical surety inspection (CSI) at PCD in early March 2012 to ensure adherence to the standards and procedures detailed in the appropriate regulations. Failure to have an IDS service and maintenance contract in place will likely result in a negative critical finding by the DAIG CSI.
