Description
THIS IS A SOURCES SOUGHT NOTICE for the CH-47 M24 Replacement Gun Mount for Cargo Helicopters. The US Army Contracting Command-New Jersey on behalf of PM Soldier Weapons is conducting a market survey to identify potential sources for the manufacture and delivery of a CH-47 M24A1 Machine Gun Mount for Cargo Helicopters in accordance with a Government Technical Data Package (TDP). This survey is to identify and determine if there are sources capable of manufacturing weapon mounts in accordance with a Government TDP. The mount replaces the current M24 Door and Window mount on the CH-47 Chinook Helicopter using the existing attachment points. The M24A1 mount is constructed primarily of Titanium, Steel, and Aluminum Alloys. The mount, with weapon, ammunition can and case/link collection system (400 cases and links) attached, transitions from the deployed position to a stowed position while remaining attached to the aft mounting hard points on the aircraft door or window, and leaves the door or window opening and aisle way clear. The mount provides quick (60 seconds) interchangeability of weapon, unrestricted unloading of the case/link collection system, and ammunition cans that hold 400 linked rounds. The following is being provided for planning purposes in response to this sources sought notice. Should a competitive solicitation be released, the resulting contract type would be a three (3) year Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with minimum/maximum quantities of four hundred (400) and seven hundred (700) mounts, respectively. A future contract would require the successful completion of a First Article Test (FAT), and ongoing Lot Acceptance Tests. The First Article Test would consist of a First Article Sample of four (4) assembled M24A1 mounts (2 left, and 2 right), and four (4) unassembled sets of parts (2 left, and 2 right). Should a resulting contract be awarded, the First Article Sample would be submitted to the Government within 120 days after contract award. Monthly production deliveries would commence within 90 days after Government approval of the First Article Sample. Production Deliveries would be ramped up to a quantity of up to 60 mounts per month. Interested/responsible parties shall submit the following: 1. Capabilities and qualifications in terms of production following a Government provided TDP. 2. Experience with manufacturing of aviation equipment or mounts. 3. Experience, qualification, and certifications in the machining of Titanium alloys, either of the interested party or of subcontractors that the interested party will use. 4. Experience, qualification, and certifications in the WELDING of Titanium alloys, either of the interested party or of subcontractors that the interested party plans to use. 5. Descriptions of equipment that will be used in the manufacturing of these items. 6. Capabilities, qualifications, and experience in the performance of Government First Article Tests and Lot Acceptance Tests. 7. Experience in producing a quantity of items and meeting Government delivery schedules.
