Description
NASA/DFRC is hereby soliciting information about potential sources for the repairor replacement of unsafe, aging, or failing electrical components found in Substations 4,7, 15 and 23 of Drydens Primary Electrical Distribution System. Electrical componentsto be replaced include transformers, switches, circuit breakers, conductors, and otherrelated equipment including associated Arc Flash studies. In addition, Substation #13will be demolish with high voltage cables from Substation #11 being reconnected toSubstation #1, Unit C.Site work will include new or enlarged concrete pads, extensionof perimeter fencing, and demolition and erection of concrete masonry walls toaccommodate extended perimeters. Hazardous material abatement includes the disposal ofoil filled electrical transformers and when working on Substation #13, possible exposureto a contaminated groundwater plume. There are five (5) options, which if exercised,will extend similar electrical repair and site work to Substations 2, 9, 10, 24, and 28. The following is a listing of pertinent procurement information:Order of Magnitude for the procurement is between $1,000,000 and $5,000,000.Duration of project is 497 calendar days after NoticeTo-Proceed (NTP).North American Industrial Classification System (NAICS) Code applicable to thisacquisition is 237130 with a small business size standard of $33.5 Million dollars inaverage annual receipts.The National Aeronautics and Space Administration (NASA) Dryden Flight Research Center(DFRC) is seeking capability statements from all interested parties, including Small,Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), ServiceDisabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone)businesses, and Historically Black Colleges and Universities (HBCU)/MinorityInstitutions (MI) for the purposes of determining the appropriate level of competitionand/or small business subcontracting goals for Repair Primary Electrical DistributionSystem - Phase 7. The Government reserves the right to consider a Small, 8(a),Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-asidebased on responses hereto.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of 5 (five) pages or lessindicating the ability to perform all aspects of the effort described herein.Responses must include the following: name and address of firm, size of business;average annual revenue for past 3 years and number of employees; ownership; whether theyare large, or any category of small business, number of years in business; affiliateinformation: parent company, joint venture partners, potential teaming partners, primecontractor (if potential sub) or subcontractors (if potential prime); list of customerscovering the past five years (highlight relevant work performed, contract numbers,contract type, dollar value of each procurement; and point of contact - address andcurrent phone number).This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement.
