Description
Synopsis for Telemetry Services W15QKN-12-R-A017 The United States Army Contracting Command- New Jersey, ACC-NJ, Picatinny Arsenal, New Jersey 07806-5000, on behalf of the U.S. Army Research, Development, and Engineering Center (ARDEC) intends to solicit, negotiate, and award a five-year sole source Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price contract to New Mexico State University / Physical Science Laboratory, Las Cruces, NM 88003 under the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(A) substantial duplication of cost to the Government that is not expected to be recovered through competition. The anticipated effort is for Telemetry Services. The anticipated award date is May 2012. The contractor shall design, fabricate, and test projectile telemetry systems used to obtain in-bore and in-flight projectile telemetry data. Typical projectiles to be telemetered include 105mm, 120mm, 155mm and 8-inch projectiles as well as a variety of missiles. The contractor will be required to work in five work areas as follows: 1) Integration and operation support; 2) Telemetry systems engineering; 3) Fabrication; 4) Telemetry data analysis and system evaluation; and 5) Data systems support. The contractor shall set up and check out government-owned mobile van systems for support operations and calibrate these mobile van systems for data collection operations at selected sites. There may be more than one field operation scheduled at one time at any location where test operations are being conducted. The contractor shall collect, playback and supply data from each live firing. The contractor shall also design, engineer, fabricate and test Telemetry systems for major weapon systems (i.e. XM982 EXCALIBUR, MOFA M732 and M734 FUZE programs, Medium Range Munitions (MRM), etc) as whole telemeters, antenna design/characterization and bonding, decommutation and computer data logging systems. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirements. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
