Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The Army Contracting Command, National Capital Region (ACC-NCR), on behalf of the United States Army Information Technology Agency (USAITA) intends to procure Enterprise Business Administration Support (all activities necessary to provide Human Resource, Acquisition, Resource, Management, Cost Modeling, Financial Management, and Administrative Support in accordance with the attached draft PWS) using small business set-aside procedures in accordance with FAR Part 19 or (Fair Opportunity in accordance with FAR Part 16). If capability packages are not received from at least two small business concerns in accordance with FAR Part 19 by the response date or if the Government determines no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted; this requirement will be solicited under fair opportunity. Only small businesses are to submit capability packages. Interested small business concerns in NAICS code 541511 with the size standard of $25M are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 10 pages and must be submitted electronically. Marketing Brochures will not be accepted and is not considered adequate information as a response to this request for sources sought (RSS). Final capability packages will be due on or before 10:00 AM EST on 9 March 2012. Small business concerns are to outline their experiences in accordance with the attached capabilities questions. Areas or tasks where the contractor does not have prior experience should be annotated as such. Please see PWS and capabilities questions under additional information and click additional documentation link to see attachments. A determination not to compete this proposed contract action upon responses to this notice is solely within the discretion of the Government. To assist us in maintaining a list of interested small business concerns for this requirement, please provide your company's name, point of contact (POC), address, phone number, and business size under the above NAICS code to Grant Njoku, Contract Specialist, for this requirement. DISCLAMER: This RSS is issued solely for information and planning purposes only and does not constitute a solicitation. Neither unsolicited proposal nor any other kinds of offers will be considered in response to this RSS or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with responding to their RSS. All information received in response to this RSS that's marked proprietary or confidential will be treated accordingly. Information received in response to this RSS will not be returned. The purpose of this RSS is to gather potential sources that have the capabilities to provide services for the USAITA. All amendments to this notice will be posted and must be retrieved from this website. Responses to the Sources Sought must be submitted by email to the POC identified below. No phone calls. No solicitation mailing list will be compiled.
