Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the government. The U.S. Marshals Service/Justice Prisoner and Alien Transportation Service (USMS/JPATS) is developing an acquisition strategy for a 5-year contract (Base Year beginning October 1, 2012 and four option years), for commercial engine maintenance for two (2) each AE2100A Gas Turbine Engines installed on its Saab 2000 aircraft currently being operated out of Las Vegas, Nevada. The developer and manufacturer of the engines is Rolls Royce Corporation, Indianapolis IN, and the engines are currently enrolled in the Rolls Royce, Power-By-The-Hour (PBTH) Total Care Program; NAICS code 336412, Aircraft Engine and Engine Parts Manufacturing, size standard 1000 employees. As part of this sources sought process; only qualified interested sources that are capable of performing this type of requirement are requested to submit their capabilities by addressing each of the following six (6) elements: (1) Be a certified Rolls Royce vendor, (2) Be able to provide 100% required support on a fixed-fee per hour basis in lieu of a pro-rated coverage for the requirements, (3) Possess the necessary knowledge, experience, and technical data to perform the requirements, (4) Have access rights to the Rolls Royce technical data; the Government does not own the data rights for the system, (5) Must be able to provide all material, equipment & labor to perform maintenance & repairs for the AE2100A Gas Turbine Engines, and (6) Respondents to this announcement must provide detailed and concise information that will support their capability to perform the required work by providing the company's qualifications and experience within the past 5 years for similar contracts with commercial entities, federal, state or local governments in support of services similar to the ones that are described herein. Responses to Element 6 should include a list of up to 3 such projects. Project information is to include the contract number, dollar value, period of performance, current status and current point of contact information including names, addresses, and e-mail addresses. In addition to submitting your firms capabilities, please respond to the following questions: (1) Is your firm registered in the Central Contractor Registration (CCR)? In accordance with federal regulations, all contractors doing business with the federal government must be registered in the CCR database. (2) Based on the NAICS code above, what is your business size, small or large? (3) What is your estimated "Fixed Fee by the Hour" rate? This Market Research is being conducted for informational purposes only, and is not a request for proposals. All information submitted in response to this announcement is voluntary, the government will not pay for information requested, nor will it compensate any respondent for any cost incurred in developing the information provided to the government. If no responses are received, the Government may consider pursuing this requirement as a sole source requirement to Rolls Royce Corporation under, FAR Part 6.302-1, Other Than Full and Open Competition; Only one responsible source and no other supplies or services will satisfy agency requirements.
