Description
The National Institute of Mental Health (NIMH), National Institutes of Health (NIH), Department of Health and Human Services (DHHS) intends to issue a Request for Proposals (RFP) No. HHS-NIH-NIDA (MH)-12-029 to re-compete a requirement currently being performed under NIMH Contract N01MH-4-1001 with Compound Focus, Inc. entitled: "NIH Small Molecule Repository (SMR)". This acquisition is being accomplished using full and open competitive procedures under NAICS Code 541711. It is anticipated that a single indefinite delivery/indefinite quantity type contract will be awarded for a potential period of performance of up to ten (10) years beginning on or about September 1, 2012. It is anticipated that this requirement will expand the scope of the current repository operation. The NIH Small Molecule Repository (SMR), initiated in 2004, was developed as part of the Molecular Libraries Program, an NIH Common Fund Initiative. The goals of the SMR are to identify, acquire, maintain, and distribute a collection of chemically diverse compounds with known and unknown biological activities for use in high-throughput screening (HTS). These compounds are intended to serve as starting material for the development of chemical probes to explore basic biology, as well as leads for therapeutics development. Contract services are solicited to continue to provide services to store, maintain, and distribute the current library collection, supporting certain NIH-supported screening Centers. In addition, as part of NIH's continuing efforts to support translational science, components of the SMR compound library may be made available more broadly, to support other NIH screening and translational efforts, as well as selected extramural groups conducting HTS for probe and drug discovery. Library development efforts will continue to shape, improve, and expand the collection. The SMR is a vital component of the Molecular Libraries Program (MLP). The MLP requires constant access to the SMR compound collection in order to carry out its activities. The SMR currently contains approximately 380,000 compounds. An increase in the ultimate compound collection size is anticipated, with an expansion of the repository function beyond the current operation, although the size of the final collection cannot be determined at this time. Offerors will be requested to document their ability to expand current capacity to support the growth of the SMR up to a maximum of 650,000 compounds. The current library can be viewed in the NIH database PubChem, using the search term "MLSMR" at: http://pubchem.ncbi.nlm.nih.gov/search/search.cgi. General information: This is a Presolicitation Notice in advance of the Request for Proposal (RFP), and the Government is not committed to award a contract pursuant to this announcement. The RFP, HHS-NIH-NIDA(MH)-12-029, detailing the specifics of the project as well as information pertinent to the development of an offeror's proposal will be available electronically on or about March 15, 2012, and may be accessed through the Internet at the Federal Business Opportunities website at: http://www.fedbizopps.gov. No paper copies will be available. Offerors are responsible for downloading their own copy of the solicitation and amendments and for routinely checking the Internet site for any possible solicitation amendments that may be issued by the Government. Proposals will be due on or about May 1, 2012. Any responsible offeror may submit a proposal which will be considered by the Agency. This pre-solicitation notice corresponds to the Small Business Sources Sought notice #HHS-NIH-NIDA-SBSS-11-001 and Research and Development (R&D) Sources Sought notice # HHS-NIH-NIDA-RDSS-11-001, same title as above, which were previously posted on September 1, 2011.
