- Description
- This is a notice of intent to place a sole source order with the American Society of Testing Materials International (ASTM) of West Conshohocken, PA. The Product Service Code is AD26, Services. FAR 52.212-1, 52.212-2, 52.212-3, and 52.212-5 apply to this solicitation. This action is pursuant to 41 U.S.C. 2304 (c) (1), as implemented by the Federal Acquisitions Regulation (FAR) 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The Natural Resource Conservation Service (NRCS) National Design Construction and Soil Mechanics Center located in Fort Worth, Texas has a need for ASTM Services. It is the intent of the NRCS to purchase the services from ASTM to fulfill the policy requirement that each state maintain a library of NEH 642 referenced ASTM. NRCS currently maintains these standards on a SharePoint site which is accessible to each NRCS Office. All responsible sources wishing to provide a quote shall submit them with proof that the proposed service is compatible with existing ASTM Services currently being used by the NRCS lab. Responses may be sent to george.wilson@ftw.usda.gov no later than 12:00 pm Central Time on the Tuesday, March 6, 2012. The proposed contract action is for commercial supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. However, the Government will consider all responses received by 12:00 pm CT on 06 March 2012. Interested persons may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement.
