Description
NASA Langley has a requirement for Northrop Grumman Space Technology (NGST), theClouds and Earths Radiant Energy System (CERES) Instrument contractor, to provide highlyspecialized post-launch sustaining engineering services, including engineering supportfor flight software maintenance, anomaly resolution, and other instrument engineeringsupport necessary for the successful operation of the CERES Flight Model (FM)1, FM2, FM3,FM4, and FM5 instruments as well as deactivation/de-orbit support as needed. NASAintends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract and to issuetask orders as necessary for support to the CERES instruments.The period of performanceis anticipated to be five years.Because of its long history of developing, fabricating, calibrating, and testing theCERES instruments, NG is the only source capable of providing the post-launch support. NGs unique knowledge of the instrument technology, including the instrument software,technology, testing processes and previously resolved technical issues and upgrades, makeNG the only source capable of providing the required services within the timeframerequired and without substantial duplication of cost. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. easternstandard time on March 14, 2012. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
