- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, HE60012038G001, is issued as a request for quotations. Submit only written offers; oral offers will not be accepted. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) http://www.bpn.gov/ccr/default.aspx in order to receive payment. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2008-55 and DFARS change notice DPN 20120130. This acquisition will utilize full and open competition. Set-asides will not be used. 1) The NAICS for this acquisition is 334518, Wall clocks manufacturing. 2) PRODUCT DESCRIPTION: - CLIN 0001 (1 EA) - Master Clock (Wall mount type): - Part No. QC-55202 (Seiko Time Systems Inc.) or equal - High precision quartz master clock - AC 220 V 3) DELIVERY: The quote price must include all delivery costs and installation at Yokota West Elementary School at Yokota AB, Fussa-shi, Japan. 4) CLAUSES The following provisions apply to this acquisition: FAR 52-212-1 Instructions to Offerors-Commercial items FAR 52.212-2 Evaluation-Commercial items: paragraph (a) add, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price: The price evaluation will be made on the basis of the total price of the item listed. 2. Technical Acceptability: Technical Acceptability is achieved as "met" when the quoted products meet the item listed within CLIN 0001.. Offeror shall include a completed copy of the provision FAR 52.212-3, Offeror Representation and Certifications-Commercial items 5) ADDITIONAL CLAUSES FAR 52.212-4 Contract Terms and Conditions-Commercial items Addendum to FAR 52.212-4 CONTRACT TERMS AND CONDITIONS - COMMERCIAL ITEMS (SEP 2005) (k) Taxes. The text is deleted and replaced as follows: (a)Unless otherwise provided in this contract, the contract price includes all applicable taxes and duties, except taxes and duties that the Government of the United States and the Government of Japan have agreed shall not be applicable to expenditures in Japan by or on behalf of the United States. (b)The Status of Forces Agreement between Japan and the United States and implementing the Japanese laws authorizes the United States exemption from certain Japanese taxes for materials, supplies, equipment and services procured for official purpose in Japan by the United States Armed Forces or by authorized agencies of the United States Armed Forces. Those taxes include: (1) consumption tax, (2) gasoline tax, (3) diesel oil tax, and (4) liquefied petroleum gas tax. (c)The Contractor will submit requests for gasoline or diesel tax exemption certificate to the Contracting Officer. This request will show the actual amount of gasoline or diesel oil used exclusively for the performance of this contract, with documentary evidence and detailed item breakdown to support accurate consumption of gasoline or diesel oil, or other necessary information and data as may be required. The Contracting Officer will issue to the Contractor a tax exemption certificate for the actual amount of gasoline or diesel oil used exclusively for the performance of this contract. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial items. Only the following FAR clauses in paragraph(b) of FAR 52.212-5 are applicable: FAR 52.204-10 Reporting Executive Compensation and First-Tier Subcontract Awards, 52.223-18 Contractor Policies to Ban Text Messaging While Driving, FAR 52.232-34, Payment by Electronic Funds Transfer-Other than Central Contractor Registration 6) The following DFARS clauses cited are applicable to this solicitation: DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Only the following DFARS clauses in paragraph(b) of DFARS 252.212-7001 are applicable: Transportation of Supplies by Sea Alternate III Quotes must be signed, dated and submitted by 08 March 2012, 1300, Japan Standard Time.
