Description
REQUEST FOR INFORMATION #2 Question 1: Clarification on Third Party billing: Will it be permitted for the ambulance contractor to bill any third party for the patients ambulance transport? For example, if the soldier has Tricare or private insurance could these entities be billed? Does this mean that we would not be able to bill TriCare for the transport at all or that we could not bill the patient directly for any amount not covered by TriCare? Answer 1: Contractor shall bill insurance company for the cost. Contractor will bill patient's (soldier or civilian) insurance company for transport cost, services provided and supplies used during transport. Vendor will receive reimbursable cost specified by patients' insurance company. If patient does not have insurance then patient will be billed by contractor for services rendered. Question 2: I am asking for clarification as to what are the terms of payment to the contractor (Biweekly, Monthly, Quarterly). In the section Prompt payment it references "Prompt Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315" however I am not familiar with this payment method. CLAUSES INCORPORATED BY FULL TEXT 52.212-4 CONTRACT TERMS AND CONDITIONS-- COMMERCIAL ITEMS (JUN 2010) (i) Payment.--(2) Prompt payment. The Government will make payment in accordance with the Prompt Payment Act (31 U.S.C. 3903) and prompt payment regulations at 5 CFR part 1315 Answer 2: Payment terms will be established in the contract. Most Government contracts are net 30. Prompt Payment Act ensures the contractor is paid with in the established terms once a proper invoice is submitted. Please review the Prompt Payment Act for details.
