Description
This is a Request for Information (RFI) as identified in FAR 15.201(c)(7). This is not a Request for Proposal (RFP). A solicitation is not being issues at this time, and this notice shall be not be considered as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The General Services Administration (GSA) is soliciting information (only) from national training vendors that provide real estate financial skills training, both in-class and online. This inquiry is being issued solely for planning purposes. This RFI does not constitute a statement of work (SOW) or a commitment to issue a SOW in the future. In addition, GSA will not incur any cost associated with the development or distribution of any information provided in response to this request. BACKGROUND GSA's Public Buildings Service, Office of Organizational Resources, is interested in providing national training in order to increase the base knowledge of fundamental real estate principles within our existing workforce and provide the opportunity for our employees to interact and learn alongside private sector real estate professionals. REQUIREMENT An off-the-shelf real estate investment and finance course for approximately 1,000 PBS employees. GSA anticipates the course curriculum will cover, but is not limited to: •Basic real estate investment analysis tools, estimating net operating income, estimating cash flows, valuation, depreciation, and life cycle costing •Learn to take charge of real estate investments in order to maximize the value of a property. •Learn the income capitalization approach and cover property taxation costs and strategies to offset these costs. •Skills to conduct discounted cash flow analyses and calculate net present value and internal rate of return. GSA would like a mixture of online and classroom training offered. The online option must be instructor-led and interactive. The classroom training should be conducive of adult learning techniques and no longer than 3-5 consecutive, business days to complete. Our main priority with both options, instructor-led online and in-class, is that it affords our employees the opportunity to learn alongside private sector real estate professionals. We would like PBS employees to attend course offerings that are open to the public registration. GSA is not requiring training in-house. GSA would like to identify 3-4 vendors that provide a similar training class, multiple times a year, all across the country either located in, or in close proximity, to each of our 11 regional cities: Boston, MA New York City, NY Philadelphia, PA Atlanta, GA Chicago, IL Kansas City, MO Fort Worth, TX Denver, CO San Francisco, CA Auburn, WA Washington DC RFI PURPOSE AND LIMITATIONS Responses to this RFI are not offers and shall not be accepted by the Government to form a binding contract. The responses to this RFI may be used to assist the Government in to provide real estate financial skills training. Per Federal Acquisition Regulation (FAR) Part 10 - Market Research, this RFI is posted for data gathering and planning purposes only. It does not constitute a solicitation, and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not reimburse any respondent for any costs associated with information submitted in response to this RFI. Industry feedback is vitally important and the Government will be receptive to any and all ideas received from industry. This RFI is an expression of the Government's interest only and does not obligate the Government to pay for the requested information nor respond to any submission. Proprietary information is not being solicited; however, if it is submitted, highlight and clearly mark those sections with "proprietary information". What is your current, public schedule of classes for Real Estate Financial Skills (REFS) training, in-class and online, beginning June 2012 through September 2013? 2. Where will the in-class (REFS) training take place (geographic areas)? Please list all cities, not just limited to the major cities provided. 3. How long is the in-class (REFS) training? 4. How many weeks does it take to complete the on-line (REFS) training? How many times a year is it offered? 5. Of your currently scheduled, public (REFS) course offerings, what percentage of each course, in-class and online, is filled with private sector real estate professionals? (i.e. 15%, 80%, 100% and registration is closed). Please provide for all scheduled courses. 6. How many private sector real estate professionals, on average, attend the (REFS) training each year, in class and online? 7. Are you on the GSA schedule? 8. What previous experience have you had working with the Government, if any, on a national training contract? Please provide a brief synopsis of all previous experience. 9. What is the price of an individual to attend (REFS) training, on-line and in-class? 10. Do you offer a government discount? Do you offer group discounts? Our proposal for how to accomplish: GSA purchases 1,000 "seats" (classroom spots). We will split the seats over all successful bidders (3-4 vendors). The purchase upfront of 1,000 seats will guarantee us 1,000 vouchers that are good to use through 2013. We can register our employees as the classes become available. The successful bidders would need to guarantee that enough public courses are offered over the length of the contract to accommodate the amount of vouchers allocated to them. 11. Can the market support this approach? Why or why not? 12. And if not, how would your company recommend the government accomplish our need to train 1000 employees on real estate financial skills, over the course of 1-2 years, utilizing publicly scheduled course offerings, in order for our employees to learn alongside and interact with the private sector? Please provide your recommended approach and include the core curriculum/syllabus of the anticipated course offering.
