Description
Title Technical assistance to support the Office of Reactor Regulation (NRR) review of Medical Radioisotope Production Facility Applications Sources Sought Synopsis This is a sources sought synopsis. THERE IS NO SOLICITATION AT THIS TIME. This notice does not constitute a formal Request for Proposal (RFP), nor is the government obligated to issue an RFP. The U.S. Nuclear Regulatory Commission (NRC) is conducting a market survey and analysis to determine the range of available contractors that exists and assess their capabilities to assist the NRC with the work described below. This request for capability information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary. The NRC does not intend to award a contract on the basis of this request. This notice in no way obligates the Government to any further action. The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC, free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited to submit a response. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed below. The package should also include past performance/experience regarding projects of similar scope listing the project title, general description, the dollar value of the contract, and name of the company, agency, or government entity for which the work was performed. Submission of additional materials such as glossy brochures or videos is discouraged. Responses are due no later than March 27, 2012. The Government will not reimburse respondents for any costs associated with submission of the requested information. Telephone inquiries or responses are not acceptable. To the full extent that it is protected pursuant to the FOIA and other laws and regulations, information identified by a Respondent as "proprietary" or "confidential" will be kept confidential; however, the Government requests that no proprietary or confidential business data be submitted in response to this sources sought notice. It is emphasized that this notice is for planning and information purposes only and is NOT to be construed as any commitment by the Government. Due to a variety of limitations, the NRC does not plan to entertain questions related to the substance of this sources sought notice. Pre-solicitation and/or pre-proposal conferences may be held, pending the level of interest. Brief Description of Requirement The U.S. Nuclear Regulatory Commission (NRC) regulates the construction and operation of new and existing commercial nuclear power reactors for generating electric power and non power reactor (commonly referred to as Research and Test Reactors (RTR)) used for research, testing, and training. The Office of Nuclear Reactor Regulation (NRR) regulates the licensing and operation of commercial nuclear power and non-power reactors (NPR) to protect the public health and safety, promote the common defense and security, and to protect the environment. Within NRR, the Division of Policy and Rulemaking, Research and Test Reactor Licensing Branch implements regulations and develops policies, programs, and procedures pertaining to all aspects of licensing and inspection of these NPR facilities. The North American Industry Classification System (NACIS) code that shall apply to this procurement is 541690 Other Scientific and Tehcnical Consulting Services. Capability Sought The NRC is seeking to identify commercial organizations capable of providing technical assistance in performing safety review of materials related to the design, construction, and operation of liquid homogeneous reactors, heterogeneous reactors, and production facilities for separating byproduct materials. The commercial organization will provide technical assistance in the review of the safety portions of the preliminary safety analysis report and the final safety analysis report. These reviews include support in the preparation of draft and final safety evaluation input for both the construction permit and operating license. Please address the market research questions below and provide a brief description of your staff's qualifications and your firm's corporate experience in meeting the mandatory qualification requirements set forth below and providing the capability sought. Mandatory Qualifications: The technical personnel that may be performing work shall have expertise and/or experience in the following key areas: • Extensive experience in the regulations and guidance of the NRC and in applicable laws and requirements. • Knowledge and experience with the NRC's regulatory process, including the applicability of Regulatory Guides, NUREGs, SECY papers, Generic Letters, Information Notices, Regulatory Issue Summaries, Interim Staff Guidance, and relevant industry standards, to the extent sufficient that the process can be applied to the potential support tasks. • Knowledge and experience in applying the NRC regulatory requirements, guidance, and technical standards in performing technical reviews of safety analysis reports. • Knowledge and experience of evaluating thermal hydraulic and neutronics analysis as it applies to heterogeneous and aqueous homogeneous non-power reactors. • Knowledge and experience in evaluating the safety of processing facilities for the separation of highly radioactive isotopes. • Knowledge and experience in the design and safe operation of accelerators. • Knowledge and experience of performing technical reviews and evaluation of reactor nuclear facility siting, nuclear physics, nuclear system design and operation, nuclear system instrumentation and control, and evaluation of criticality safety as it applies to non-power reactors and radioactivity materials processing facilities. • Knowledge and experience of performing review and evaluation of potential accident sequences and its methodology, criticality safety, chemical hazards, fires and explosion associated with storage, handling and processing of special nuclear materials. • Knowledge and experience in reviewing the design and operation of equipment to process and contain effluents and radiation protection including dose calculations and environmental protection. • Knowledge and experience in nuclear waste categorization, transportation, and safe handling. • Knowledge and experience in nuclear material handling, storage, and preparation for shipping • Knowledge and experience in processing special nuclear material and hazardous chemicals. Market Research Questions (Responses should be submitted in MS Word and/or MS Excel format and include the following information) Page Limits - Questions 1 to 12 no more than a total of five pages. 1. How long has your business been in operation? 2. What type of business is your company (i.e. 8(a), large, etc.)? 3. What is the size of your company in terms of employees and consultants? (Breakdown the mix between the two categories.) 4. Although no geographic restriction is anticipated, does your company have dedicated office space in close proximity to NRC Headquarters in Rockville, Maryland? 5. Which GSA Multiple Award Schedules or Governmentwide Acquisition contracts, if any, does your organization possess? When do they expire? 6. Describe the types of work and teams of technical disciplines that your company has assembled. 7. Has your company previously faced organizational conflict of interest issues with NRC? How were they resolved? 8. Describe tasks you have performed in the areas of non-power reactor/research and test reactors licensing, design reviews and/or environmental reviews for the government or commercially. 9. Describe tasks you have performed in the areas of liquid homogeneous reactors licensing, design reviews and/or environmental reviews for the government or commercially. 10. Describe tasks you have performed in the areas of production facilities for separating byproduct materials for the government or commercially. 11. Describe any schedule or resource issues that may constrain your ability to perform multiple work assignments, e.g., multiple reviews being performed concurrently. Government Evaluation The Government will evaluate market information to ascertain market capacity to:\ 1) Potentially provide the services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) Potential capacity to secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) Potential capability to implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel; and risk mitigation; and Potential to provide services under a performance based service acquisition contract DISCLAIMER AND NOTES: This market survey is being conducted through the FedBizOpps to reach the widest possible audience and to gather current market information. Respondents will not be notified of any evaluated results from the data received. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this notice will not be considered adequate responses to any resultant solicitation.
