- Final Solicitation for USPSC Senior Regional Climate Change Advisor USAID's Regional Development Mission Asia (RDMA) serves as a major regional center providing a full range of program, technical, and support services to South and East Asia and the South Pacific. The RDMA manages regional programs throughout Asia as well as substantial bilateral programs in countries without bilateral USAID missions, including Burma, China, Laos, Malaysia, Papa New Guinea, and Thailand. The RDMA's Regional Environment Office (REO) administers environmental programs across Asia that focus on transnational problems that cannot be solved solely at the country level; strengthen regional institutions and networks; engage Asian countries to participate in regional dialogue and partnerships; and advance high-priority US Government initiatives at the regional level. Climate change is one of the century's greatest challenges, and low emissions climate‐resilient development has become a top priority for US Government development assistance and diplomacy. As a key member of the REO team, the Senior Regional Climate Change Advisor is responsible for supporting and coordinating the implementation of the Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) initiative in Asia, with a view to promote an integrated and cohesive response among the various U.S. Government agencies that are providing their technical expertise. In carrying out duties in all these areas, the Advisor will be expected to initiate and maintain productive working relations at the executive level, including with U.S. ambassadors and Deputy Chiefs of Mission, national government counterparts up to the vice minister level, and executive managers of international organizations and NGO partners.
