Description
FEDBIZOPS Synopsis The U.S. Environmental Protection Agency (EPA) is currently in the acquisition planning stage for the potential award of a contract for contract support to assist its efforts in developing and implementing regulations. The services that will be provided by this contract are necessary to investigate chemical, radiological and microbiological contaminant occurrences to characterize drinking water threats. This contract will support EPA?s development of National Primary Drinking Water Regulations for various contaminants as well as requirements for ground water and Underground Injection Control (UIC) in accordance with the Safe Drinking Water Act. The Office of Ground Water and Drinking Water requires contract support for (1) regulatory development, (2) policy and program implementation, (3) information management and technology tools development, (4) outreach, (5) technical writing, and (6) logistics coordination. The successful contractor shall provide all necessary labor, materials, services, equipment and facilities to support the efforts delineated by the Performance Work Statement (PWS). Services to be performed under this contract are to provide technical and analytical support for environmental and analytical chemistry, statistics, engineering, hydrology, hydrogeology, public health and risk assessment, system analysis, cost and benefit assessments, database management, Geographical Information Systems (GIS), and microbiology relating to the requirements of the Safe Drinking Water Act (SDWA) Amendments. Services to be performed under this contract shall provide support for development of standards, criteria, and program mandates being considered by the Agency relative to the requirements of the SDWA Amendments and other statutes (such as Small Business Regulatory Enforcement Fairness Act (SBREFA) and Unfunded Mandates Reform Act (UMRA) already in place. Additionally, the contractor shall also provide administrative program support in areas of information management, outreach, technical writing and coordination of logistics. This is a follow on requirement to provide technical and administrative support for the Safe Drinking Water Act (SDWA) for the Office of Ground Water and Drinking Water (OGWDW), but does include new task areas in the Performance Work Statement. The current contractor supporting this requirement is The Cadmus Group, Inc. under Contract EP-C-07-022. The new contract is anticipated to be a CPFF, Level of Effort, term contract and will have a base period with (6) twelve month option periods. The base period and each option period will consist of approximately 23,000 direct labor hours for a base quantity, and another 46,000 of optional quantity available in each period, to provide flexibility should national events require it. Total maximum Level of Effort, if all quantity options are exercised, for the seven years of anticipated performance is estimated at 483,000 direct labor hours. Anticipated award date for this contract is November 1, 2012.Due to the size of the requirement, the RFP shall be conducted using FULL and OPEN competition procedures. Significant evaluation will be given to the use of socio-economic diversity by the offeror in its proposal. The NAICS code for the effort is 541611. Interested small, small disadvantaged, HUBZone, Service Disabled Veteran, 8(a), and Woman Owned Small Businesses who would like to have their areas of expertise included on a source list attached to the Cincinnati website concerning this RFP should immediately submit the following information to the Contract Specialist: Name and address of company; specific contact within company including name, telephone, and e-mail address; company website address; short summary of expertise area within the projected scope of work (3 line maximum); socio-economic classification; and NAICS codes. This information will be updated until two weeks before the proposals are due, to allow interested Primes the opportunity to review potential team members. Significant potential exists for an organizational conflict of interest under this procurement. It is EPA?s contention that a potential organizational COI may exist if award were to be made to firms within the following groups or to firms that have significant business or financial relationships with these firms:(1) Firms that own, operate or invest in waste management/waste disposal firms; (2) firms that are subject to EPA regulations or guidelines that may be impacted by efforts under this contract; (3) firms that manufacture/sell/import/develop water treatment chemicals and/or equipment (including point-of-use/point-of-entry treatment devices); 4) firms that facilitate the development of third party voluntary consensus standards or technical standards (e.g., materials specifications, test methods, sampling procedures, business practices, etc.) that are developed by voluntary consensus standard bodies; (5) Firms that produce and distribute bottled water would benefit from k nowing the drinking water contaminants EPA was considering for the regulatory process; (6) Firms that own or operate public water systems would benefit from knowing the drinking water contaminates EPA was considering for the regulatory process; and (7) Firms that own or operate regulated Underground Injection Control (UIC) Wells. Also, the solicitation will include the clause entitled LIMITATION OF FUTURE CONTRACTING (LOFC) which states in part: ?The contractor, during the life of this contract and for a period of two years (2) following the completion of this contract, will be ineligible to enter into business or financial relationships which would support or affect any efforts to contest, oppose, or influence the contents of regulations, policies, limitations, standards or criteria relating to the Public Health Security and Bioterrorism Preparedness and Response Act, Safe Drinking Water Act, and the Clean Water Act, for which it has provided, is providing, or has work assignments to provide technical and administrative support under this contract, without prior written authorization from the EPA cognizant contracting officer.? Be advised, however, that the afore-mentioned limitations may change when the RFP is released.
