- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division is preparing a solicitation that will be set-aside for small businesses for a competitive award of an indefinite delivery, indefinite quantity contract to a single source with issuance of cost plus fixed fee completion and firm fixed price delivery orders for rapid prototype development. Support is currently being performed by Hart Technologies Incorporated under Seaport Contract N00178-07-D-5085, Task Order 0002. A draft Statement of Work is attached to this pre-announcement. The performance period will span sixty (60) months. A Best Value Source Selection (one-step) will be utilized. Oral presentations will be used in the evaluation process. An Organizational Conflict of Interest Clause as defined by FAR 9.505-3 and FAR 9.505-4 will be included in the resultant solicitation and contract. The personnel supporting this order must be cleared to the SECRET level at contract award. An industry day is scheduled for 1:00 PM local time on 7 March 2012 at 6138 Norc Avenue, Building 221, Dahlgren Conference Room, Dahlgren, VA. A notification of intent for each individual must be emailed to kristy.himes@navy.mil with the following information: (1) Contractor/Company Name (2) List of Attendees All visitors must possess a CAC Card, be listed in JPAS, or submit an I-9 form to Kristy Himes no later than 1400 on 29 February 2012. It is anticipated that the solicitation will be available by 30 March 2012. The solicitation will be open for approximately 30 days. The anticipated contract award date is 9 July 2012.
