- This serves as a "Notice of Intent" to award Option 2 (OY2) Project Management Office (PMO) Support for Intelligence Community Campus Bethesda MD, (ICC-B). The Virginia Contracting Authority intends to award Option 2 (OY2) on a competitively awarded IDIQ contract (No. HHM402-10-D-0034), in which the successful vendor is Markon (400 S Maple Street STE 230, Falls Church VA, 22046) in the amount of $3,500,000. On the basis of a best value technical and price evaluation, award was made to Markon, Inc. a small business on 8 July 2010. In accordance with the award, and its evaluated option, the Government has elected to continue performance in 2011 by awarding Task Order Number 2 under this IDIQ contract. The exercise of the option is the most advantageous method of fulfilling the Government's need. To re-compete this requirement is not warranted based on the vendor's last year of performance as being satisfactory and therefore, it is determined at the time most advantageous to the Government to exercise the option for another year. •A new solicitation would fail to produce a better price or a more advantageous offer than that offered by the option. •The time between the award of the contract containing the option and the exercise of the option is so short that it indicates the option price is the lowest price obtainable or the more advantageous offer. The need for continuity of services is important to the Government and should not be interrupted. The services provided are in support of a mission critical requirement for the Agency. The potential cost of disrupting service is considered substantial. The need for continuity of services and the potential costs for the disruption of services far outweigh the benefits of contracting with source(s) other than the current contractor..
