Description
THIS IS A COMBINED MARKET SURVEY/REQUEST FOR INFORMATION MARKET SURVEY CAPABILITY ASSESSMENT FOR AWARD OF TECHNICAL SUPPORT SERVICES NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING OFFICER. CONTACT INFORMATION BELOW. This is a market survey for Technical Services Support. The market survey should identify qualified and capable sources that can provide technical support services for the FAA Academy Training Systems. Market survey responses are for informational purposes only. This is not a screening information request or a request for proposals. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Any market survey costs are at the vendor's expense. NAS Technical Services, AMA-900 will conduct an Industry Day on March 8, 2012. The nature of the competition has not been determined yet. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses or eligible socially and economically disadvantaged Small Business Administration's (SBA) certified 8(a) companies. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, service-disabled veteran-owned small businesses, 8(a) certified firms, and all other business types and sizes, capable of providing the specified technical services. This market survey should also determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms.The principle North American Industry Classification System (NAICS) code for this effort is 611519, Educational Services, Technical and Trade Schools, with a size standard of $7 million. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. Interested sources should provide evidence of qualifications/capabilities available to provide experienced qualified management and technical personnel to augment FAA Academy NAS Technical Services Division personnel. Attachment A, Draft Statement of Work (SOW) defines the contract requirements. 1.Describe your strategy for accomplishing the work including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses.2.Describe how you will provide experienced qualified technical personnel to augment FAA Academy NAS Technical Services Division.3.Describe your experience managing a technical workforce.4.Describe your experience recruiting technical employees.5.Explain how you might deliver the Project Management and administrative support requirements described in the SOW.6.Describe your experience managing safety programs.7.Describe how you might implement the safety requirements described in the SOW.8.Describe your experience managing training requirements for a technical workforce.9.Describe you the quality control plan.10.Describe your contract implementation plan.11.Describe your corporate organizational structure and proposed staffing plan.12.Identify your internal resources and availability of corporate support and human resource management policies, and practices.13.Provide three references for similar work during the last 5 years.
