- ISTEP RFI The mission of the OSPIE administration is to protect the Nation's transportation systems and its users by collaborating with transportation sectors to identify and mitigate transportation security risks. The mission includes mitigating the risk of all terrorist disruption to transportation systems, including waterway, rail, highways, mass transit and pipelines. The OSPIE TSNM administration is responsible for the security of passengers, cargo and infrastructure. The desired outcome of the I-STEP is for the transportation security industry to increase their level of preparedness to prevent, respond to and recover from a terrorist or security incident. A transportation security incident (TSI) can result in loss of life, environmental damage, transportation system disruption, and/or economic disruption in a particular area. This can be accomplished by conducting security training and exercises, evaluating and correcting contingency plans, and having transportation security personnel interact with federal, state, and local agencies to learn about one another's organizations, assets, plans and abilities in order to prevent, respond and recover from a terrorist or security incident. I-STEPs primary objective is to design, develop, implement, and evaluate security training and exercise program for use by the intermodal transportation system operators, e.g. Freight Rail, Mass Transit, and Highway modes and area maritime transportation security community, to continuously improve security plans and operations to prevent, respond to, and recover from a TSI. Exercises should identify areas for improvements, disconnects and gaps in the security plans and evaluating contingency plans, so they can be used to formulate corrective actions and foster interagency communication. Information about the efforts used to formulate corrective action and to foster interagency communication should be collected and analyzed so that program managers can gain insight to best practices, shortcomings, and improvement opportunities. Technology should be employed to enhance exercise impact and realism, facilitate record keeping and data/trends analysis, increase the availability of information, and boost stakeholder communication and collaboration. I-STEP also develops security training courses and materials based on gap and needs analysis of the Sector and individual modes. SEE ATTACHMENT FOR ADDITIONAL INFORMATION REGARDING THIS NOTICE.
