- The Space and Naval Warfare SystemsCommand (SPAWAR) in support of the Naval Enterprise Networks (NEN) Program Management Office (PMW- 205) / Next Generation Enterprise (NGEN) Program is providing the latest Question and Answer (Q&A) Matrix in response to the many comments and questions submitted by our Industry Partners regarding the Draft RFP (released 30 Sep 2011), Industry Day (held 28 Oct 2011), Draft Sections L&M (released 15 Dec 2011, One-pagers directed to the Program Manager, and a myriad of other questions directed to the PMW-205/NGEN Program Office. Please, understand that the Governments ultimate/final requirement and position will be articulated in any subsequent release of a final RFP, thus this Q&A Matrix reflects the Governments understanding of the question/comment and its [Governments] position at this particular point in time. This market survey announcement is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This release does not commit the Government to contract for any supplies or services whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred as a result of this announcement; all costs associated with assessing this announcement will be solely at the interested partys expense. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website and the SPAWAR E-Commerce Central website at https://e- commerce.spawar.navy.mil. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.
