- The NASA Integrated Systems Research Program - Environmentally Responsible Aviation(ERA) project is a 6-year project ending in FY15. ERA is maturing technology focused onsimultaneously reducing fuel burned, oxides of nitrogen emissions and community noiseprofiles of passenger and cargo transport aircraft. Phase II of the project, startingin FY13 and ending in FY15, will be performing Integrated Technology Demonstrations(ITD).The phasing and associated budget of the ERA project is shown in Attachment A:ERA Overall Schedule. The ITDs will provide research results enabling definitive progress towards simultaneousachievement of NASA Subsonic Transport System-Level Metrics for passenger and cargotransport aircraft envisioned to be operating in the National Air Transportation Systemin the N+2 Timeframe, as shown in Attachment B: Transportation System Level Metrics.The Technical Focus Areas and Technical Challenges of interest, identified through systemanalysis and prior research, are shown in Attachment C: Tech Focus Areas - TechChallenges.Over the next 3 fiscal years, the anticipated research will be conducted to maturetechnologies from technology readiness level (TRL) of 4 to TRL 5 or 6, with an emphasison those technologies that can be matured to a higher technology maturation level andthose that have demonstrated commercial viability in the 2020 to 2025 timeframe. Theresearch will raise the TRL and Integration Readiness Level (IRL) of certain selectedtechnologies that address the NASA Subsonic Transport System Level Metrics in the N+2timeframe, the ERA Technical Focus Areas, and associated Technical Challenges.The ERA project is crafting an acquisition strategy, with a solicitation planned forrelease in the Spring 2012 time period followed by selection for negotiations in thelater half of 2012. The ERA project is considering all acquisition strategies available,including: competitions using a NASA Research Announcement (BAA); FAR Part 15 basedcompetitions; competitions using existing Indefinite Delivery, Indefinite Quantity typecontracts; and other transactions (such as non-reimbursable Space Act Agreements). Potential vehicles include cooperative agreements, FAR based contracts and task orders,and non-reimbursable Space Act Agreements. Part of this acquisition strategy includesmethods of performing collaborative research, including substantive cost sharing withindustry partners, via cooperative agreements, cost share contracts, and otheragreements. The purpose of the Request for Information (RFI) is to solicit (1) recommendations oftechnologies associated with the technology focus areas ready for Integrated TechnologyDemonstrations, and associated test campaigns and test assets to be completed by the endof FY 2015, raising TRL to 5 or 6 and, thereby advancing integration readiness level; (2)product focused transition plans associated with the identified technologies; (3)comments on acquisition strategy, including existing contract and other vehicles, andcost sharing; (4) recommendations of types of business vehicle(s) (such as cooperativeagreement, cost share contract, etc.) that would best implement the ERA project and yourarea of interest considering: (4a) partner cost sharing expectations that may exceed50%, depending on the ITD; (3b) Intellectual property rights challenges; and (5) a listof potential of NASA facilities that may be used.Interested parties should submit a written response in word or pdf via electronicsubmission. The response should include: for each ITD, a quad chart and a one pagesupporting description; and, a response to the above requested information of 5 pages orless. Interested parties are also requested to provide the following: name and addressof firm, size of business; whether they are large, or any category of small business*,number of years in business; affiliate information: parent company, joint venturepartners, potential teaming partners, and prime contractor (if potential sub) orsubcontractors (if potential prime). This information is separate from the capabilitystatement and is not included in the 5 page limitation. No solicitation exists;therefore, do not request a copy of the solicitation. Responses should be submitted toLaRC-ERA-Phase2-RFI@mail.nasa.gov with an electronic copy to susan.e.mcclain@nasa.gov viaelectronic transmission. This presolicitation synopsis is not to be construed as acommitment by the Government, nor will the Government pay for the information submittedin response. As stipulated in FAR 15.201(e), responses to this notice are not consideredoffers, shall not be used as a proposal, and cannot be accepted by the government to forma binding contract. Submittals shall be compliant with all legal and regulatoryrequirements concerning limitations on export controlled items. Respondents will not benotified of the results.An ombudsman has been appointed -- See NASA Specific Note 'B'.
