- Description
- The Air Force Flight Test Center (AFFTC) is publicizing this Sources Sought Notice in an effort to gather industry information in regards to a Simplified Acquisition of Base Engineering Requirements (SABER) contract at Edwards Air Force Base, California. No solicitation is being issued at this time. Also, this is not a Request for Proposal (RFP) and should not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses to this notice will not be considered as proposals, nor will any award be made as a result. In addition, the Government will not be responsible for any costs associated with interested parties responding to this notice. Any future solicitation, including specifications and/or drawings, will be made available only on the Federal Business Opportunities website (www.fbo.gov). Therefore, interested parties are solely responsible for monitoring the aforementioned website for the release of a solicitation package and/or any updates to include amendments. The Government is seeking to identify qualified, experienced, and interested 8(a) Firms (only) who can perform a broad range of multiple disciplines to include but not limited to: maintenance, repair, renovation/alteration, new construction, additions, roofing, paving, utilities, HVAC, design and related construction work ranging in value between $2K and $750K. The new proposed contract would consist of either multiple contracts awarded or a single contract award. Contractor(s) will be required to furnish all labor, materials, supplies, equipment, transportation, engineering and/or technical design and personnel necessary to manage and accomplish projects as described in each individual RFP, and in accordance with applicable federal, state and local safety and environmental regulations. The magnitude of the anticipated contract is valued between $25M and $100M. It is anticipated that the SABER contract will be a five (5) Year, Firm Fixed-Price, Indefinite Delivery, Indefinite Quantity type contract. The North American Industry Classification System (NAICS) number for this effort is 236220, entitled Commercial and Institutional Building Construction with a size standard of $33.5M. Performance and payment bonds will be required per individual task order in accordance with the Federal Acquisition Regulation Part 28. All interested parties are invited to respond to this notice, however, must have current registration in the Central Contractor Registration (CCR) database www.bpn.gov and Online Representations and Certifications Application (ORCA) https://orca.bpn.gov/. Information requested will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. If your 8(a) Firm has an interest in proposing on future requirements as described above, please prepare and submit a Capabilities Statement via email to: Daisy Joseph at daisy.joseph@edwards.af.mil no later than 2:00 (PST) on Wednesday, 7 Mar 2012. The Capabilities Statement shall be limited to five (5) pages and shall clearly state the following: construction experience, skill, knowledge, equipment, and design capabilities. In addition, provide: (1) company name, address, point of contact, title, telephone number, fax number, email address, Cage Code and DUNS number; (2) company's business size, to include number of employees, and confirmation of 8(a) status; (3) list all construction projects performed during the last three (3) years to include contract number, contract duration, contract type, and total contract dollar value; and (4) company's bonding capacity for single award and aggregate.
