- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This synopsis is issued for the sole purpose of conducting market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The Mission & Installation Contracting Command (MICC), ICO-Fort Benning, Georgia is seeking information for market research to gain knowledge of potential qualified sources to determine an acquisition strategy. This sources sought synopsis is not a request for proposal. This request for information is for planning purposes only and shall not obligate the Government to acquire any products or services. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. Your response to this sources sought will be treated as information only. The results of the market research will be used to determine the best overall acquisitions strategy. Submission Requirements: Responses to this announcement must be received no later than 2:00 p.m. eastern standard time, Wednesday February 28, 2012. Interested firms may submit capability statements via email only to marjorie.saurel.civ@mail.mil. Responses shall not exceed 5 pages when printed and should be transmitted with attachments in Microsoft Word or PDF format. No zipped files or telephone requests will be honored. Any questions regarding this notice should be directed to Marjorie Saurel, via email. As part of the capability package, firms must include the following: (1) Capability Statement demonstrating knowledge and ability to perform services as below. Capability statement must be sufficient to demonstrate performance directly related to the performance of the requirement. Period of Performance is 8 March 2012 through 7 February 2013. (2) Business Size and socioeconomic status (3) Contact information: name, title, telephone number, and e-mail address of designated corporate point of contact. (4) Describe your recent and relevant contracts performed within the past three years for the same or similar service as required below. Contracts may include those with Federal, State and local Government as well as private companies. Each reference must include the contract dollar value; the contract period of performance; and a brief description of the contract requirements. REQUIREMENT: Fort Benning requires the full time services of a Historic Preservation Specialist/Architectural Historian to provide expertise and guidance on the treatment of historic buildings and historic districts on the installation. In particular, the individual will review Fort Benning actions as they appear in Work Orders, Fort Benning Form 144R-Record of Environmental Consideration, Environmental Assessments, Environmental Impact Statements, and related decision documentation for potential project effects to historic properties on the installation. The position requires working knowledge of the Secretary of Interior Standards on the treatment of historic properties and their application. The position requires expertise in the operation of computerized office automation systems, e.g. Microsoft Office as well as Geographic Information Systems. QUALIFICATIONS: The Historic Preservation Specialist/Architectural Historian shall have a Bachelor's of Architecture or History degree or related field and a graduate degree in American architectural history, preservation planning or historic preservation with a specialization in the evaluation of historic structures and features, or Master's degree in architectural history or closely related field. All degree's shall be from and accredited colleges or universities. At least two years of professional experience is preferred. The position will require a background check and clearance by the US Army to access Government Computer and other sensitive operations on the installation including obtaining a DoD Common Access Card (CAC). WORK LOCATION: The position is located within the Environmental Management Division of the Directorate of Public Works, Fort Benning.
