- THIS IS A SOURCES SOUGHT NOTICE ONLY, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THERE IS NO BID PACKAGE OR SOLICITATION AT THIS TIME. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Naval Facilities Engineering Command Southeast (NAVFACSE) is conducting Market Research to determine interest of potential sources as Prime contractors. This project will be for Runway extensions at NOLF Barin and NOLF Summerdale, located in Baldwin County, Alabama. Proposed improvements include Proposed improvements include extending four runways approximately 1000 ™ each, overlay of existing runways, and extending associated airfield lighting. Clearing, demolition, grading, fencing and other improvements to accommodate the extensions are included. Full construction documents will be provided as a basis of proposal and ready for construction upon Construction Contract Award. The Government anticipates a contract to be awarded for this project in June 2012. The appropriate NAICS Code is 237310 with a size standard of $33.5 million dollars. It is requested that interested parties submit a capabilities brief, no more than ten (8 x 11) pages, capabilities package. This capabilities brief must address: Provide information concerning the Experience of the Prime constructor on similar projects and how well each Performed on those projects including the following: 1. Information on at least 3 recent (last 5-years), similar, completed projects, including a description of the project, construction cost, completion date, information demonstrating satisfactory performance, and contact information for references. 2. Describe your airfield experience beyond these 3 projects. Provide the following Financial information: 1. A letter indicating your bonding capacity for a single project. 2. Provide the first page of your Central Contractor Registration (CCR) profile from www.ccr.gov. Your capabilities brief submitted in response to this sources sought notice is not expected to be a proposal, but rather a short statement regarding the company ™s ability to demonstrate existing, or developed, expertise and experience in relation to this project. Any commercial brochures or currently existing marketing material will not be evaluated for this sources sought notice. Submission of a capabilities brief is not a prerequisite to any potential future offerings. Reponses to this Sources Sought Notice shall be emailed to william.mcgrattan@navy.mil. Please ensure your cover letter referencing Sources Sought 0DUMMY2414566 and all attachments do not exceed 8 MB in size. Responses must be received no later than 2:00 p.m. Eastern Time on 23 March 2012. However, NAVFAC SE will use the information provided for technical and acquisition planning. If adequate numbers of responses are received from qualified Small Business (SB), Small Disadvantaged Business (SDB), Women Owned Small Business (WOSB) 8(a), HUBzone or Service Disabled Veteran-Owned Small Business (SDVOSB) concerns, the acquisition may be solicited on a set-aside basis.
