Program Analyst (PSC), Patrick Air Force Base, Melbourne, FL Issuance Date: 02/24/2012 Closing Date: 03/24/2012 SOLICITATION NUMBER: PSC-12-027-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. SOLICITATION NUMBER: PSC-12-027-INL 2. ISSUANCE DATE: 02/24/2012 3. CLOSING DATE: 03/24/2012 4. TIME SPECIFIED FOR RECEIPT OF APPLICATIONS: 5 PM, EST 5. POSITION TITLE: Program Analyst 6. MARKET VALUE: $81,823 - $106,369 (GS-13 Equivalent) 7. PERIOD OF PERFORMANCE: One year from the date of award and four option years 8. PLACE OF PERFORMANCE: Melbourne, FL, Patrick Air Force Base (AFB) 9. JOB DESCRIPTION: See below STATEMENT OF DUTIES A. General Contract Purpose The DOS needs the capability to provide secure and safe Quick Reaction Forces (QRF) transport, search and rescue (SAR) / medical evacuation (ME), route reconnaissance, convoy escort, and personnel and equipment air transportation (AT) in support of US Embassy, Baghdad programs. To accomplish the mission a fleet of aircraft including fixed wing aircraft, light lift helicopters, and medium lift helicopters will be required. Aircraft pilots will perform missions daylight and darkness (to include Night Vision Goggles) and under both visual meteorological conditions and instrument meteorological conditions. The DOS employs an aviation services contractor to provide personnel to execute the mission in Iraq, which will require contract oversight by government personnel. B. Statement Of Work The PSC Program Analyst position supports the US Mission in Iraq with duty at Patrick Air Force Base, FL. The Analyst provides program management, direction, and execution oversight in support of aviation transportation services in Iraq for SAR and ME, transporting QRF to respond to incidents, and where noted, provide AT for Chief of Mission personnel or other required personnel to conduct official business. The Analyst monitors and evaluates the aviation support services contractor's performance in maintenance, operations, and logistics by performing oversight duties at various contractor locations as required. Duties include: 1. Identify major program/project actions for initiation, deletion, or curtailment in support of the US Mission in Iraq, including the level of resources applied to major programs and activities; assist the Division Chief and senior INL/A staff in the formulation of policies and procedures related to the Aviation Support Contract and make recommendations to the Division Chief, the Director, or other senior level officials as appropriate 2. Coordinate and/or assist in coordinating INL and DOS efforts frequently in developing and implementing policies and programs related to the Iraq Aviation Support Contract 3. Participate in senior level meetings conducted for discussing agreements, plans, and support programs related to the Iraq Aviation Support Contract; coordinate with other INL and Diplomatic Security senior staff and other federal agencies as appropriate in the preparation of documents related to these programs 4. Perform aviation contract management oversight of the Iraq mission; establish systemic methods of program execution, evaluation, or advocacy; including assess activities to determine funding requirements and its appropriateness; analyze budget proposals; prepare justification/memoranda for review and approval by senior level managers; evaluate program effectiveness in relation to the funding expended 5. Review and analyze INL programs, policies, and procedures for supporting the organization, training maintenance, and deployment of INL/A assets for aspects of contract supportability; ensure contract arrangements provide the best return on investment and accomplish the DOS' objectives in Iraq 6. Serve as the lead officer in managing contract actions related to Iraq mission support; provide contract oversight and evaluation of the aviation support contractor, integrating and implementing the contract administration programs to evaluate contractor performance under the terms of the contract; ensure contractor compliance with all applicable laws and regulations 7. Coordinate with INL/A functional managers and the Iraq Senior Aviation Advisor to evaluate and monitor contract performance related to the delivery of contract items, efficient and satisfactory performance of work, and effective use of Government-furnished property (GFP), scheduling and usage of facilities, compliance with terms and conditions of the contract, and contract payment schedule 8. In coordination with the primary Contracting Officer Representative (COR) and the Division Chief, initiate technical directives, task orders, and other contract administration actions between the USG and the contractor; provide technical clarification to the contractor regarding specifications, inspection, testing, and acceptance procedures; develop acquisition strategy, conduct technical discussions regarding solicitations for goods and services and integrating operations and support requirements into the aviation support contract 9. Coordinate contract technical and support matters between the INL/A, technical staff, and the contractor; administer and enforce contract provisions regarding contractor operations; notify the primary COR, Division Chief, Contracting Officer, and the contractor of deficiencies; initiate appropriate remedial action to avoid or minimize delays 10. Demonstrate a high level of analytical ability to advise decision makers. Serve as one of the recognized experts in the field of aviation and contract administration who can analyze a variety of issues and make recommendations critical to the development of policy and operational support of DOS initiatives C. Position Elements 1. Supervision Exercised The Analyst reports to and receives broad policy guidance and general direction from the INL/A Administrative Division Chief. The Analyst exercises wide latitude for independent action, initiating projects and executing approved programs under general supervision. The Chief reviews completed work for timeliness and effectiveness. 2. Guidelines Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, authorities under the FAA, the Arms Export Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, other supplemental appropriation laws, and the DOS Basic Authorities Act. 3. Complexity This position involves planning, organizing, and completing analysis and implementation of complex aviation support project activities. 4. Scope and Effectiveness This position involves planning, organizing, and completing financial and organizational analysis of great complexity. Due to the high visibility and political sensitivity of the issues in which INL/A is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing, and determining the scope and depth of studies/audits to be undertaken. The Analyst may encounter difficulty in separating the substantive nature of programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of legislation and policy statements and determining how to translate the intent into program actions. 5. Personal Contacts The Analyst performs broad and extensive tasks related to complex programs spanning the full range of applicable to the administration of an aviation support contracts. 6. Travel Occasional, short-term international travel in and around Iraq is a possibility of this position. 7. Work Environment The position is located at Patrick Air Force Base, Melbourne, FL. Principally, the work is sedentary and in an office setting, but may require international travel. 8. Level of Effort The level of effort required over the period of this contract is 100%. The position is full-time, with a minimum of 40 hours per week. D. Minimum Qualifications 1. US citizen, able to obtain a DOS Secret security clearance 2. A Bachelor's degree from an accredited institution 3. Demonstrated knowledge of analytical methods, organizational coordination, and effective communication 4. Demonstrated knowledge of a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness or improving complex management processes and systems in order to convey specific aviation technical requirements and guidance in contractual terms 5. Demonstrated comprehensive knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of an aviation support contract 6. Demonstrated broad level of aviation technical knowledge and experience across functional areas including maintenance, logistics, aircrew standardization, training, and safety 7. Proven skill to plan, organize, and direct team study work and to negotiate effectively with management for the acceptance and implementation of recommendations where the proposals involve substantial agency resources, require extensive changes to established procedures, or may conflict with the desires of the activity studied 8. Demonstrated skill in written communication, and the ability to interact with others in order to prepare and present analyses, provide guidance, solicit information, defend proposals and negotiate agreements 9. Demonstrated experience in USG contract administration 10. Proficient in Microsoft Office Suite E. Evaluation Criteria Factor 1 Project Management (20%) Demonstrated experience as a recognized authority in organizational and program management, to include experience involving analytical, planning, advisory, operational, or evaluative duties for the development and implementation of policies, procedures, and standards Factor 2 Procurement (20%) Demonstrated experience working with programs where Federal procurement and funding issues were involved; to include pre-procurement planning, drafting of procurement documents, proper use of available funding, initiating procurement actions, receipt and accounting of procured items and end use monitoring of items donated to the host nation government Factor 3 Interpersonal Relations (15%) Demonstrated experience in conducting meetings and discussions that justify, defend, negotiate, overcome resistance, or settle highly significant or controversial issues; to include experience coordinating and/or integrating the work of participating groups with conflicting, or undefined priorities, requiring accomplishment of major compromises in the project goals, techniques, and methodologies prior to substantial progress Factor 4 Written Communication (15%) Demonstrated independent experience writing reports, audits, memoranda, etc. in a subject matter related to the duties of the position, to include reports and decision papers having a significant impact in the program area on an international level Factor 5 Specialized Skills (15 points) Offeror's demonstrated experience providing expertise on aviation technical knowledge and across related functional areas including maintenance, logistics, aircrew standardization, training, and safety Factor 6 Past Performance (15%) Past Performance evaluation of applicant's ability to perform under the contract (In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.) E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
